A--INTRODUCTION: Wright Laboratory (WL) is interested in receiving
proposals (technical and cost) on the research effort described in
Section B. Proposals in response to this PRDA shall be submitted by Jun
11 1996, 1500 hours Eastern Daylight Time, addressed to (Attn: Dawn
Ross), WL/AAKE, Building 7, 2530 C Street, Wright-Patterson AFB, OH
45433-7607. Proposals shall not be submitted via facsimile
transmission. This is an unrestricted solicitation. Small businesses
are encouraged to propose on all or any part of this solicitation.
Teaming arrangements between private industry and universitites will
also be considered. Proposals submitted shall be in accordance with
this announcement. Proposal receipt after the cutoff date and time
specified herein shall be treated in accordance with restrictions of
FAR 52.215-10, copy of this provision may be obtained from the
contracting point of contact cited in Section F. There will be no other
solicitation issued in regard to this requirement. Offerors should be
alert for any PRDA amendments to this solicitation that may be
published. This PRDA may be amended to allow subsequent submission of
proposal dates. The WL Guide entitled, ''PRDA and BAA Guide for
Industry'' was specifically designed to assist offerors in
understanding the PRDA/BAA proposal process. Copies may be requested

web site: www.wl.wpafb.af.mil/contract. B--REQUIREMENTS, (1) Technical
Description: Infrared (IR) sensors are used in the existing fire
control subsystems of air-to-air and surface-to-air antiaircraft
missile systems. Intelligence projections call for the increased use of
IR fire control subsystems including the retrofit of these IR based
subsystems, hereafter referred to as IR trackers, to current threats as
well as being an integral part of new threats. While the technologies
used in the IR trackers and the performance of these IR fire control
subsystems is known, there has been little activity to study them from
the perspective of implementing a countermeasure (CM). The objectives
of this procurement are: (1) To determine the pertinent performance
data, such as detection range and operating bandwidth, for various IR
trackers. (2) To determine the resulting anti-aircraft, missile system
performance capabilities, such as field of regard, launch envelopes
and deployment into field scenarios, when these IR trackers are
integrated into the systems. (3) To define CM approaches. Information
to be determined will include sensor responses to applied
countermeasures and potential counter countermeasures that might be
implemented for the jammed sensors. (4) To conduct tests of the CM
approaches in the Dynamic Infrared Missile Evaluator (DIME) lab
facility, the Laser Infrared Development (LID) field test range or
other appropriate facility. (5) To conduct simulations in The
Electronic Combat Systems Research Laboratory (ESCRL) or other
appropriate facility. These simulations should be of realistic field
scenarios which can be used to establish performance requirements for
an airborne, self-protection system. These requirements will be
translated into a viable, low cost concept suitable for use on any
aircraft and be the baseline for a future critical experiment. Any
algorithms developed as a part of a countermeasure will become
government property. Classified threat information, brochures
describing the ESCRL, DIME and LID and other pertinent information can
be reviewed in the Technical Information Center (TIC) located in
Building 620 at Wright Patterson AFB by persons with the appropriate

appointment to review this information. (2) Deliverable Items: (a) The
following deliverable data items shall be proposed (the term /T means
tailored): (i) Status Report, DI-MGMT-80368A/T, monthly, (ii) Funds
and Man-Hour Expenditure Report, DI-FNCL-80331/T, monthly, (iii)
Project Planning Chart, DI-MGMT-80507A/T, monthly, (iv) Contract Funds
Status Report (CFSR), DI-FNCL-81468/T, quarterly, (v) Presentation
Material, DI-ADMN-81373/T, as required, (vi) Scientific and Technical
Reports, Contractor's Billing Voucher, DI-MISC-80711/T, monthly, and
(vii) Scientific and Technical Reports, DI-MISC-80711/T, (Draft and
Reproducible Final) (b) The following additional deliverable items
shall be proposed: A kickoff meeting shall be held at Wright-Patterson
AFB approximately two weeks after contract award. Quarterly technical
reviews shall be conducted at the contractor's facility. Informal
technical interchanges will occur as needed. (3) Security Requirements:
This program will be conducted at the secret level. A DD254 will be
included in the contract. Personal and facility clearances must have
been already approved when proposals are submitted. (4) Other Special
Requirements: International Traffic in Arms Regulations apply. Public
Law 98-94 applies to this acquisition. Offerors must submit approved DD
Form 2345, Export-Controlled DOD Technical Data Agreement with their
proposal. C--ADDITIONAL INFORMATION: (1) Anticipated Period of
Performance: The total length of the technical effort is estimated to
be 44 months. The contractor shall also provide for an additional 4
months for processing/completion of the final report. (2) Expected
Award Date: 3l Jul 96. (3) Air Force Estimate: The Air Force funding
profile is $1.0K in FY96, $520.0K in FY97, $1.0M in FY98, $1.170M in FY
99 and $980K in FY 00 for $3.671M total. This funding profile is an
estimate only and is not a promise for funding as all funding is
subject to change due to Air Force discretion and availability. (4)
Type of Instrument: Contract - Cost Plus Fixed Fee (CPFF) (completion)
or Cost (no fee). Any grant(s) or cooperative agreement(s) awarded
will be cost (no fee). (5) Government Furnished Property: None
contemplated. Base support will be available for tests conducted at the
DIME and LID range and simulations that may be conducted at the ECSRL.
These three facilities will be available for viewing on 07 May 96, at
which time bidders can develop an understanding of what specific base
support is available. Appointments must be made with the technical
point of contact Dr Warner by if you plan to tour these facilities. (6)
Size Status: For the purpose of this acquisition, the size standard is
500 employees (SIC 8731). (7) Notice to Foreign-Owned Firms: Such
firms are asked to immediately notify the contracting point of contact
upon deciding to respond to this announcement. Foreign contractors may
not participate in this acquisition at the prime contractor level. End
