interested in receiving proposals for the research effort described
below. This solicitation and resulting award shall be made in
accordance with the Research and Development Streamlined Contracting
Procedures (RDSCP) described in DFARS 235.70. This is the solicitation,
there will be no formal RFP or RFQ. The name, address and telephone
number of the representative of the contracting officer for this
solicitation is shown as POC above. This solicitation consists of this
notice, any subsequent amendments, and a supplemental package, which
is available by writing to the above address. Offerors who did not
respond to synopsis POK96-01 published 95DEC04 should provide, in
writing, their complete address information to Wright Laboratory (see
above address) in order to receive any subsequent amendments and the
supplemental package (if applicable). All of the mandatory terms,

Streamlined Contracting format, and the following optional items are

M.2. This solicitation includes clauses and provisions from FAR 1990
edition updated through FAC 90-37 and DFARS 1991 edition updated
through DAC 91-10. The standard evaluation factors found in Section M
of DFARS 235.7006 are modified as indicated in the Section M portion of
the solicitation supplemental package. A Cost Plus Fixed Fee
(Completion) type contract is contemplated. The estimated period of
performance is 60 months commencing on or about 01 Aug 96, which
includes 4 months for writing and reviewing the final report. It is
expected that this contract will be awarded based upon a determination
that there is adequate price competition, therefore, the offeror is
not required to submit or certify cost or pricing data with its
proposal. If, after receipt of the proposals, the Contracting Officer
determines that adequate price competition does not exist in accordance
with FAR 15.804-3, the offeror shall provide certified cost or pricing
data as required by the Contracting Officer. To be responsive to this
solicitation, submit 4 copies of your Technical proposal no later than
1000 hours, 04 Jun 96, addressed to: Wright Laboratory, WRIGHT
LABORATORY BLDG 7, Attn: CHUCK MALONE, WL/POKB, 2530 C ST AREA B,
WRIGHT-PATTERSON AFB OH 45433-7607. Submit 3 copies of your Cost
proposal and one copy of your Small and Small Disadvantaged Business
Subcontracting Plan (if applicable) no later than 1000 hours, 18 Jun
96, to the same address. The page limitations for technical and cost
proposals are specified in DFARS 235.7006 (L.102). A Contract Security
Classification Specification (DD Form 254) is applicable to this
effort and will be made a part of the award document. The DD Form
1423's, Contract Data Requirements List (CDRL), are included in the
supplemental package. The technical requirements, including the
reporting requirements, are contained in the supplemental package. The
objective of this effort is to upgrade an existing computer
hardware/software system and provide enhancements so the system will
provide analytical assessment of various advanced turbopropulsion
concepts in structures, aerothermodynamics, engine cycle definition,
combustion chemistry, and heat transfer for increased engine
robustness. Public Law 98-94 is applicable to this program, and
offerors must prepare a DD Form 2345, Export-Controlled DoD Technical
Data Agreement, and forward it to: Commander, Defense Logistics Service
Center, Attn: DLSC-FBA, Federal Center, Battle Creek MI 49017-3084,
and/or provide evidence that registration with DLSC is already on file.
Other Special Requirements: Equipment/technical data generated or
delivered in performance of resulting contracts may be controlled by
International Traffic in Arms Regulation (ITAR). See Numbered Note(s):
