Defense Nuclear Agency (DNA) has a requirement for a Phase 1
development and demonstration of object and pattern recognition
software algorithms for use on image files obtained from digital video
cameras. An object and pattern recognition tool is one technology that
would provide an alternate monitoring capability in the arms control
regimes currently requiring an on-site inspector presence. Such a tool
would be small and easy to use, and would require minimum technical
specialization for the operator. The algorithms developed under this
effort are to be incorporated with and used in conjunction with
existing motion detection algorithms. The primary objective of this
effort is to develop a prototype digital video surveillance system
which when employed in an unattended scenario can detect and
discriminate legal from illegal activities as defined by a treaty or
agreement. Object and pattern recognition algorithms must distinguish
between objects and humans as well as identify specific types of
objects. The system shall generate a signal or alarm immediately upon
detecting any illegal activity. To achieve this objective the
contractor shall refine, enhance and further develop existing motion
detection, object and pattern recognition algorithm technologies from
