Officer, 301-713-3478 The National Oceanic and Atmospheric
Administration has a requirement to purchase EMI shielded glass panels
to completely retrofit up to fourteen (14) Air Traffic Control Towers
at selected airports. The glass to be purchased is LD40 glass
manufactured by Pilkington Industries of Manchester, England, UK and is
distributed within the United States by Tempest Security Systems, Tampa
Bay, FL. Competitive solicitation documents do not exist. Any firm that
believes they can provide equivalent shielded glass to the Pilkington
LD40 or that has a distribution license for this product in the United
States must submit a capability statement to the address referenced
and it will be evaluated by Government technical personnel and third
party experts. In addition to EMI protection, all glass much be
visually clear and free of double images when installed in double panes
measuring approximately 6 sq. meters x an approximate thickness of 1.2
cm (inner glass) x 1.2 cm (air gap) x 1.2 cm (outer glass); total
approximate thickness, 3.6 cm. Responses to this notice will be
evaluated and the findings detailed to any responding firms. If the
final decision after evaluating all responses is to compete the
proposed contract, as opposed to contracting with Tempest using the
authority of 41 USC 253 (c) (1), no further pre-award notice will be
