TAMAI (808) 438-8565 (Site Code XXCA83) FY96 RDT&E, Project No. BMDO-385, Ground Based Radar Prototype (GBR-P) Test Facilities, Kwajalein; FY98 MCA PN 027987, Replace Saltwater Intake, Roi-Namur; and FY95 MCA PN 033655, Fuel Containment Upgrade, Various Islands, U.S. Army Kwajalein Atoll, Marshall Islands. The proposed contract is unrestricted. The work for the Ground Based Radar Prototype (GBR-P) Test Facilities project consists of construction of approximately 10,000 SF of permanent structures including utilities. All radar related equipment will be furnished and installed by a separate contractor. The work for the Saltwater Intake consists of constructing a new saltwater intake and distribution facility and demolishing the existing saltwater intake facility. This includes construction of a new saltwater intake and distribution piping system, stilling basins, traveling screens, pump station structure. The work for the Fuel Containment construction of new containment structures and drainage, installation of new above ground fuel storage tank, demolition and removal work, and installation of related piping and appurtenances. The estimated cost of the proposed projects is between $10 Million and $25 Million. Solicitation to be issued O/A May 20, 1996. A site visit and preproposal conference will be held at Kwajalein Island and other remote islands on June 11 through 13, 1996. Due to limited logistical support, only one representative from each firm who has acquired the plans and specifications may attend the site visit and preproposal conference. Contractors shall provide full name, social security number, date of birth, place of birth, name of company, position/title, home address, date of entry and exit, and means of travel to obtain an entry clearance. Contractors may visit the site on days other than the preproposal conference subject to the approval of the Commander, U.S. Army Kwajalein Atoll and proper entry clearance. The Government will only respond to questions submitted in writing via amendments to the solicitation. Documents to be available at $265.00 per set of specifications and full-size drawings or $243.00 per set of specifications and half-size drawings. Please indicate your preference for full-size or half-size drawings. Checks and money orders to be made payable to the U.S. Army Engineer Division, Pacific Ocean, and mail to Finance and Accounting Officer, U.S. Army Engineer Division, Pacific Ocean, Fort Shafter, Hawaii. Payment will not be refunded and specifications and drawings need not be returned. Selection will based upon evaluation factors which include (a) experience, (b) record of past performance on contracts, and (c) personnel and financial resources. Price will be considered equal to the technical factors. Small business concerns and small disadvantaged business concerns are encouraged to participate as prime contractors or as members of joint ventures with other small businesses and all interested contractors are reminded that the successful contractor will be expected to place subcontracts to the maximum practicable extent with small business concerns and small disadvantaged business concerns in accordance with the provisions of Public Law 95-507.
