plans to issue a Request for Offer (RFO) for NASA JSC White Sands Test
Facility plans to issue an Request for Offer (RFO) for the Construction
of a Small Efficient Engine Test Stand. This project provides for the
construction of a complete boiler steam generating system to supply the
drive media for the operation of an ejector-driven altitude simulation
system. The steam generation system consists of, three 800 horsepower
diesel fired boilers (government furnished) including water treatment,
de-aeration, transfer pumps, fuel supply, a 40 by 70 boiler building,
earthwork, transport piping, electrical power, electrical and pneumatic
controls, and interfacing connections to existing utility and control
systems. The period of performance is 240 days. The SIC Code 1623. This
procurement is being conducted under the NASA JSC MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy on April
16, 1993 and is an unrestricted acquisition. Request for copies of the
RFO, specifications, and drawings may be obtained at the White Sands
Test Facility, P.O. Box 20, Las Cruces, NM 88004-0020, or by fax (505)
524-5130. RFO will be released on or about 15 days after publication
in the Commerce Business Daily-- Firm date for receipt of offers will
be stated in the RFO. All responsible business concerns may submit an
offer which shall be considered by the agency. Any documents related to
this procurement except for drawings and specifications will be
available over the Internet--These documents will be in RTF format and
reside on a World Wide Web (WWW) server, which may be accessed using
client browsers, such as MOSAIC or NETSCAPE-- the WWW address or URI of
the JSC home page is HTTP://www.jsc.nasa.gov/bd2/. An ombudsman has
been appointed to hear concerns from offers and potential Offerors
during the preaward and post award phases of this acquisition. The
purpose of the ombudsman is not to diminish the authority of the
Contracting Officer, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The ombudsman does not participate in the
evaluation or the adjudication of formal contract disputes. Interested
parties are invited to call the installation ombudsman, Susan Garman
at 713-483-0490. Concerns issues, and disagreements which cannot be
resolved at the installation may be referred to the NASA ombudsman Tom
Luedtke at 202-358-2090--The solicitation document (except for plans
and specifications) related to this procurement will be available over
the Internet-- These documents will be in RTF format and will reside
on a WWW server. It is the Offerors responsibility to monitor this site
for the solicitation release. Potential Offerors will be responsible
for downloading their own copy of the solicitation. Hard copies may be
viewed at the JSC Industry Assistance Office and from various plan
rooms in the Las Cruces area. The closing date shall be the same as the
solicitation released on the Internet. The RFO will be released
approximately 15 days after publication of the synopsis on the Internet
