Harden, (713) 483-9953 NASA/JSC plans to issue a Request for Quotation (RFQ) for the acquisition of laser pyrotechnic hardware for use on the X-CRV project. NASA/JSC will acquire a laser initiator and fiber optic harness from Quantic. This hardware will be pre-flight ground tested to anticipated environments, placed on the mock-vehicle and evaluated during the free flight from a B-52 aircraft. During the drop test, the laser pyrotechnic firing system will be used to actuate sixteen pyrotechnic events when commanded by the flight computer sequencer. NASA/JSC intends to purchase from Quantic Industries. This procurement is being conducted under the Simplified Acquisition Threshold (SAT) portion of the Federal Acquisition Streamlining Act (FASA). Note: This procurement is sole-source based on market survey results that indicate Quantic to be the only vendor capable of providing hardware which meets the X-CRV pyrotechnic event requirements and the delivery schedule of August 1996. Further Quantic is the only vendor to have hardware design tested to MIL-STD-1901 requirements. Interested firms have 5 days from the publication date of this synopsis to submit in writing their qualifications/capabilities in the critical areas mentioned above. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 5 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
