Delivery shall be F.O.B. Destination to New Cumberland, PA, no Procurement history is available. A non-competitive negotiation (sole source basis) with Systems & Electronics, Inc. is contemplated. The Advance Quicklook drawing package is not currently available because of the design changes being incorporated into the hardware by SEI. SEI is the only company with knowledge of these changes. SEI is the only company which has production, test, repair facilities and knowledge of AQL hardware. Additionally, SEI is involved with the ELINT (Electronic Intelligence) upgrade effort and therefore they possess the unique knowledge associated with correcting AQL deficiencies. This solicitation will be released to industry only VIA the U.S. Army Communications Electronics Command (CECOM) Electronic Bulletin Board (EBB) on or about 17 May 1996. CECOM has established an Electronic Bulletin Board (EBB) to provide electronic transmittal of Request for Proposals (RFPs) and Invitations for Bids (IFBs) from Government to Industry. All interested parties wishing to do business with CECOM are invited to access, operate, send and receive data from the CECOM EBB system. To become a user of the EBB, you will need an identification code and password in addition to a computer terminal equipped with the necessary hardware and software to interface with the EBB system. A user's identification code and password will be issued upon request along with instructions for downloading the EBB User's Manual.
