Contracting Officer This notice is a combined Synopsis/RFQ for
commercial items prepared in accordance with FAR Subpart 12.6 as a
supplement with additional information included in this notice -- This
notice serves as the only solicitation; quotes are being requested and
a written solicitation will not be issued -- This notice is being
issued as a Request for Quotes (RFQ) for Mixers--Item 1 - One quart
double planetary vacuum mixer--Quantity--1--ea--Mix unit is driven by
1/2 hp, 230V, 3 phase, 60 Hz, explosion proof motor with variable
frequency inverter in NEMA-1 enclosure for 230V, single or 3 phase
input for speeds of 20-86 rpm orbital and stirrer blade speed on their
own axis of 22-98 rpm-- All wetted parts (stirrers, stirrer shafts and
planetary gearbox) are to be made of type 304 SS--Stirrers are
removeable for cleaning by means of quick disconnect pins-- Mix can is
specially fabricated for vacuum operation and has 30 psig SS
heating/cooling jacket. Vacuum hood has Viton ''O'' ring seals, 3/8''
NPT vacuum exhaust and two (2) 2 inch combination sight and charge
ports with Pyrex glasses--A mechanical lift is included to raise and
lower the mix can vertically from the stirrers-- Working mix capacity
is 1/2 pint to 1 quart--150 grit polish is required on the stirrers,
inside and outside of the mix can and outside the vacuum hood-- An
explosion proof safety switch is provided to prevent mixer operation
when the mix can is not in the mixing position-- Total bench-top are
required by the mixer shall not exceed 16'' X 25 1/2''-- Item 2 - 2
Gallon Double Planetary Vacuum Mixer--Quantity--1--ea--Mix unit is
driven by 1 hp, explosion proof motor (115/230V, single phase, 60 Hz)
with mechanical variable speed drive for operation between 20 and 100
rpm orbital and stirrer blades on their own axis between 24 and 120
rpm--All wetted parts are to be made of 304 SS with 80 grit finish on
all SS surfaces--Mix can is fabricated for vacuum operation and has 15
psig SS heating/cooling jacket-- Vacuum hood has Viton ''O'' ring
seals, 1/2'' NPT vacuum exhaust and to (2) 3''combination sight and
charge ports with Pyrex glasses--Vacuum hood and stirrer assembly tilts
back for raising the stirrers out of the mix can-- Working capacity is
1 quart to 1 1/2 gallon with full holding capacity of 2 gallons--An
explosion proof safety switch is provided to prevent operation of drive
when stirrers are in the raised position--Total area required by the
mixer shall not exceed 18 1/2'' x 40''--This procurement is being
conducted under the Simplified Acquisition Threshold (SAT) portion of
the Federal Acquisition Streamlining Act (FASA) -- The provisions and
clauses in the RFQ are those in effect through FAC 90-37--This
procurement is a total small business set-aside-- Delivery to MSFC (FOB
Destination) is required within 30 days ARO -- Quoters shall provide
the information required by FAR 52.212-1 -- The quoter shall complete
FAR 52.212-3 and submit it as part of their quote -- FAR 52.212-4 and
52.212-5 are applicable--The quoter shall state in their quote their
size status for this procurement as well as whether they are minority
or woman-owned -- The SIC code and the size standard for this
procurement are 3823 and 500 respectively -- If other than the brand
name identified is quoted, then the quoter shall indicate the
manufacturer, brand, and model/part number quoted and provide a
description in sufficient detail to show that the product quoted meets
the brand name identified-- The quoter shall provide a description
(including manufacturer, brand, and model no.) in sufficient detail to
show that the product quoted meets the specifications included in this
notice -- If the end product(s) quoted is other than domestic end
product(s) as defined in the clause entitled ''Buy American Act --
Supplies,'' the quoter shall so state and shall list the country of
origin -- -- The quoter shall identify place of performance in their
quote -- The DPAS rating for this procurement is DO-C9 -- Questions
regarding this acquisition must be submitted in writing no later than
May 13, 1996-- Companies shall notify this office of their intent to
submit a quote -- Transmission by facsimile to 205-544- 9080 or by

Quotations (including FAR 52.212- 3, Representations and Certifications
which may be obtained via the internet at

Stewart/GP22 -- Selection and award will be made to the lowest priced,
technically acceptable quoter -- Technical acceptability will be
determined by information submitted by the quoter providing a
description in sufficient detail to show that the product quoted meets
the Government's requirement-- The period of time expected for the
Contracting Officer to solicit/evaluate vendor quotes and issue the
purchase order will be approximately 45 days from publication of this
notice in the CBD -- An ombudsman has been appointed to hear concerns
from quoters, potential quoters, and contractors during the preaward
and postaward phases of this acquisition -- The purpose of the
ombudsman is not to diminish the authority of the contracting officer
or the selection official, but to communicate concerns, issues,
disagreements, and recommendations of interested parties to the
appropriate Government personnel and to work to resolve them -- When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern -- The ombudsman does not participate in the
evaluation of quotes, the source selection process, or the adjudication
of formal contract disputes -- Interested parties are invited to call

issues, disagreements, and recommendations which cannot be resolved at
