The National Institute of Standards and Technology (NIST) requires one
(1) high purity germanium gamma-ray detector, EG&G Ortec Model
GEM-35175-PLUS-CFG-PG-1.2, or equal, meeting the following
specifications: standard efficiency 35% or greater; resolution 1.75 keV
fwhm or less at 1333 keV; cap to crystal distance not to exceed 5mm;
equipped with transistor reset, or equivalent preamplifier, optimized
for best performance at 30 kHz counting rate at energies up to 10 Mev;
cryostat mounted on portable 24-hr Dewar, 6''diameter, mechanically
interchangeable with existing EG&G Ortec Model CFG-GG. Critical
dimensions are an end cap diameter no greater than 2.750'' for at least
the distal 4.6'' (to fit into BGO annulus) and no greater than 11''
distance from end cap to front face of Dewar. Pressure fill adapter to
liquid nitrogen supply (1/2''flare) to be supplied. Overall length of
the assembly from end cap to fill adapter must not exceed 26''. This
is a combined synopsis and solicitation for a commercial item prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; NIST invites bids but shall not
issue a written solicitation. The solicitation is issued as an
invitation to bid (IFB). The solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 37 All responsible businesses may bid. NIST desires delivery
within 60 calendar days but requires delivery within 90 calendar days
from date of contract award to: National Institute of Standards and
Technology, Acquisition and Assistance Division, Bldg 301-Receiving
Room, Gaithersburg, MD 20899-0001; FOB destination. The following FAR
provisions and addenda apply: 52.212-1, Instructions to
Offerors--Commercial; Offerors shall also submit descriptive literature
in accordance with 52.214-21, Descriptive Literature. NIST shall
evaluate bids in response to this solicitation without discussions and
will award a contract to the responsible bidder whose bid, conforming
to the solicitation, will be most advantageous to NIST, considering
only price and price related factors. Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications--Commercial Items, with their offer. 52.212-4
Contract Terms and Conditions--Commercial Items, applies to this
acquisition. 52.212-5--Contract Terms and Conditions Required to
Implement Statutes or Executive Orders, plus the following additional
