Aeronautics and Space Administration (NASA) plans to issue a Request
For Proposal (RFP)5-50966\023 for an integrated financial management
system, including the following modules: 1. Core Financial 2. Budget
Formulation 3. Procurement 4. Time & Attendance 5. Travel 6. Asset
Management 7. Executive Information Systems. The module for Core
Financial, at the time of proposal submission, either be on the General
Services Administration (GSA) schedule for Financial Management System
Software (FMSS), or have completed the Software Capability
Verification (SVC), conducted by the Department of Treasury for this
year. The services to be acquired include integration, implementation,
and sustaining support for the system. The completed system shall have
the following characteristics: integration and standardization of data
and systems across all NASA Centers; compliance with Federal JFMIP
requirements, providing management with access to timely and accurate
financial, budget, asset and related information on programs and
projects; implementation of advanced technology to provide the greatest
capability and an extended life cycle. The system will support NASA's
entire civil service population (approximately 20,000) at all NASA
installations and headquarters (10 sites) and for the management of
NASA's budgetary appropriation of approximately $14 billion per year.
This procurement will employ two innovative evaluation techinques
described in the RFP. These techniques will streamline the acquisition
process by delaying NASA's consideration of price until later in the
process. The Administrator of NASA has signed a public interest
determination and finding supporting the use of a mandatory down select
without cost and the use of an unpriced option for asset management.
The period of performance for this firm fixed price contract will be a
maximum of 15 years (including 6, 2-year Options) with the Core
Financial module (including Labor Distribution and Budget Execution)
required to be fully operational by October 1, 1997. Delivery schedules
for the remaining modules are to be proposed on the vendors phased
schedule, but within 12 months after delivery of Core Financial. This
