Continuation of Broad Agency Announcement (BAA) for Space Defense Research by Historically Black Colleges and Universities/Minority Institutions (HBCU/MIs) Part Four of Four. 8. MISCELLANEOUS: This CBD notice itself constitutes the BAA as contemplated in FAR 6.102(d)(2). An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use or has exhausted established channels to address concerns during the proposal development phase of the acquisition. Potential offerors should normally use established channels to request information, pose questions, and voice concerns before contacting the Ombudsman. The Ombudsman will communicate contractor issues, disagreements, and recommendations to the appropriate government organization or individual. The role of the Ombudsman is not to diminish the authority of the Program Director or the Contracting Officer, but to present a contractor's concern on a non-attribution basis, if requested. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
