procurement will enable the NHTSA Office of Vehicle Safety Compliance
to conduct tests to verify the compliance of vehicles with the
following Federal Motor Vehicle Safety Standards (FMVSS): 103,
''Windshield Defrosting & Defogging Systems''; 104, ''Windshield Wiping
& Washing Systems''; 105, ''Hydraulic Brake Systems''; 110, ''Tire
Selection and Rims''; 111, ''Rearview Mirrors''; 118, ''Power-operated
Window, Partition and Roof Panel Systems''; 201, ''Occupant Protection
in Interior Impact''; 203, ''Impact Protection for the Driver from the
Steering Control System''; 204, ''Steering Control Rearward
Displacement''; 216, ''Roof Crush Resistance''. Multiple awards are
planned for this procurement. Contracts will have an initial term of 12
months with an option to exercise up to 4 option years (each being 12
months in duration), resulting in a total possible period of
performance of 5 years. Among all of the contracts awarded, the Office
of Vehicle Safety Compliance plans to conduct a total of 10 tests in
5 standards during the initial term of the contracts. The initial term
of each awarded contract will also include provisions for conducting
additional tests from the 10 identified standards. An offeror may
propose to perform tests to any or all FMVSS listed above; however, a
offeror must propose at least one 100 series and one 200 series test.
Contractors who are currently performing any of the above FMVSS tests
under a NHTSA contract are invited to participate in this procurement.
The solicitation will be mailed to those interested parties responding
by letter or FAX (202) 366-9555. No telephone requests, please. FMVSS
test procedures will be provided to offerors upon request. Unless
otherwise requested, all FMVSS test procedures applicable to this RFP
will be provided on 3.5'' diskettes formatted in WP6.1. The anticipated
