805-982-2479 Architectural and pertinent supporting
architectural/engineering services are required for field
investigations (including hazardious materials surveys), concept
studies, all associated engineering services, reports, post
construction support, and the preparation of drawings, specifications
and cost estimates for construction, alternations and repair of various
architectural projects. Work will be performed on building types such
as, but not limited to, office buildings, barracks, personnel housing,
food service/dining facilities, classrooms and warehouses. The types
of work involved for the above mentioned building types includes, but
not limited to: (a) general building renovation, including
repair/refinish/replacement of roofs, windows, doors, ceiling, floors,
interior and exterior walls, hazardous materials abatement,and (b)
building additions and new construction of a minor nature. A number of
projects to be accomplished under this contract will be small to
medium in size (with estimated cost ranging from $50,000 to $500,000).
In addition to architectural design, the selected firm shall be
capable of providing supporting Civil, Structural, Mechanical,
Electrical, Landscape and Environmental Engineering services through
in-house staff or consultants. Firm is required to utilize a Cad
program compatible with AutoCad Release 12 for production of
construction drawings. SPECSINTACT for production of project
specifications and work processor and spreadsheet programs compatible
with Microsoft Word version 6.0 and Excel version 5.0 for Windows
respectively. The selected firm will be required to submit a proposal
for each project delivery order submitted to them under this contract.
A firm fixed price, indefinite quantity contract will be awarded for
a base period of one year from date of contract award with a government
option for an additional one year period. The contract base period will
include a guaranteed minimum of $20,000 and a maximum not to exceed
amount of $400,000 respectively. If exercised, the option period will
include these same amounts. A/E must be able to demonstrate his/her and
each key consultant's qualifications with respect to the following
selection evaluation criteria for all services. Each criteria element
shall be addressed in paragraph form in Block 10 of Standard Form 255,
with additional sheets attached as required. Evaluation criteria (1)
through (6) are of equal importance, evaluation criteria (7) and (8)
are of lesser importance. (1) PROFESSIONAL QUALIFICATIONS: Professional
qualifications and technical competence in the type of work required.
List only those architectural team members who will actually perform
major tasks under this contract. Qualifications should reflect the
individual's potential contributions to potential projects. Include the
following information in addition to that noted above, for each
architectural staff team member: number of years experience in
architectural field, education (institution(s) and year of graduation),
professional registration (registration number(s), year first
registered, and state(s) of registration). Firms shall indicate
registered individual's who have knowledge and experience with all
building design issues and critereia specific to the state of
California (i.e. seismic, ADA (handicapped accessibility) and Title 24
(energy conservation). List only the following information for each
consultant team member: Name, years of experience in current
discipline, education (institution(s) and year of graduation),
professional registration (registration number(s), year first
registered, and state(s) of registration). Firms shall indicate
registered individuals who have knowledge and experience with all
building design issues and criteria specific to the state of California
(i.e. seismic, ADA (handicapped accessibility) and Title 24 (energy
conservation). (2) SPECIALIZED EXPERIENCE: Provide the most recent
projects reflecting specialized experience of the firm (including any
consultants) in the design of project types noted above. Do not list
more than ten (10) projects total in block 8. Include customer/client
point of contact name and telephone number in block 8c for each project
listed (minimum two (2) government and one (1) private industry
project). Indicate which consultants from the proposed team, if any,
participated in the design of each project. (3) CAPACITY: Indicate the
firm's present workload and the availability of the project team
(including any consultants) for the specified contract performance
period and indicate specialized equipment to be utilized (i.e.,
computers and software packages (Cad, SPECSINTACT, word processor and
spreadsheet). Briefy describe system of project scheduling and
completion of a given delivery order task in the required time frame,
and procedure on how project team gears up when faced with performing
mutliple delivery orders simultaneously under a given contract. Include
name of key team member(s) responsible for coordinating these tasks.
(4) PAST PERFORMANCE: Firms will be evaluated on the acceptability of
their internal quality control program used to ensure technical
accuracy and discipline coordination of plans and specifications.
Indicate by briefly describing internal quality assurance and cost
control procedures and indicate team members who are responsible for
monitoring these processes. List recent awards, commendations and other
performance evaluations (do not submit copies). (5) Demonstrated
success in prescribing the use of recovered materials and achieving
waste reductionand energy efficiency in facility design. (6) List the
small disadvantaged or woman-owned business firms used as primary
consultants or as subconsultants. If a large business concern is
selected for this contract, they will be required to submit a
subcontracting plan that should reflect a minimum 5% small
disadvantaged business of the amount to be subcontracted out. (7)
VOLUME OF WORK: Firms will be evaluated in terms of work previously
awarded them by Department of Defence (DoD) with the objective of
effecting an equitable distribution of DoD A/E contracts among
qualified A/E firms, including small and small disadvantaged business
firms and firms that have not had prior DoD contracts. List volume of
DoD work, in design fees, awarded during the last 12 months and the
approximate percentage of this amount for completed or ongoing projects
similar to those required by this contract. (8) LOCATION: Firms will be
evaluated on the geographic location of the firm and knowledge of the
locality of the contract (NCBC, Port Hueneme, CA). Address firm's
knowledge of probable site conditions and knowledge of all federal,
state and local applicable codes and regulations in the geographic
area. All applicants are required to submit four (4) each, bound copies
of SF 254/255 package. Firms SF 254/255 submittal package shall be
limited to maximum of 50 pages in 8 1/2'' x 11'' format (not including
supplemental inserts consisting of drawings and brochures (to be bound
into package within the 8 1/2'' x 11'' format footprint) for insertion
into package). Drawings and brochures are not required and should only
be included if they convey additional information about the firm
pertinent to this contract. Those firms which meet the requirements
described in this announcement and wish to be considered must submit
four copies each of a SF 254 and SF 255 for the firm and a submittal SF
254 for each consultant list in block 6 of the firmsSF 255. One copy of
the submittal package is to be received in this office no later than
3:00 p.m., Pacific Time, on June 07, 1996. Submittals received after
this date and time will not be considered. For firms applying with
multiple offices, indicate the office which completed each of the
projects listed in block 8 and list which office is under contract for
any contracts listed in block 9. Firms not providing the requested
information in the format(i.e., listing more than a total of ten
projects in block 8, not providing a brief description of the quality
control program, not listing which office of multiple office firms
completed projects listed in block 8, etc) directed by this synopsis
may be negatively evaluated under selection criteria (4). This is not
a request for proposal. Telegraphic and facsimile SF 255's will not be
accepted. Site visits will not be arranged during the submittal
