The Naval Sea Systems Command intends to issue orders on multiple occassions over the period of Basic Ordering Agreement N00024-96-G-6110 with Alliant Techsystems Inc., Marine Systems Division - West, 6500 Harbor Heights Parkway, Mukilteo, Washington. Orders will be issued for installation and checkout of MK46 Torpedo components pursuant to 10 U.S.C. 2304(c)(1). Alliant Techsystems is the designer, developer, and sole producer of the MK 46 Torpedo. It is the only company which possesses the knowledge, experience, tooling, and equipemnt necessary to perform the work described herein. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
