The Naval Sea Systems Command intends to issue orders on multiple occassions over the period of Basic Ordering Agreement N00024-96-G-6110 with Alliant Techsystems Inc., Marine Systems Division - West, 6500 Harbor Heights Parkway, Mukilteo, Washington. Orders will be issued for generation of ECPs for the MK 46 Torpedo pursuant to 10 U.S.C. 2304(c)(1). Alliant is the designer, developer, and sole producer of the MK46 Torpedo. It is the only company which possesses the knowledge, experience, tooling, and equipment necessary to perform the work described herein. No other source has the technical qualifications and the necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Navy's requirements.
