614-8660 The Government anticipates establishing a pilot program of
individualized residentialmental health services. Please provide
corporate capabilities or information you may haveto assist the
Government in finalizing this requirement by 1 July 1996. The program
wouldprovide ''residential and 'wraparound' services to children who
are in need of mentalhealth services,'' to involve ''individualized
mental health services that are providedprincipally to allow a child to
remain in the family home or other least-restrictive andleast-costly
setting, but also are provided as an aftercare planning service for
childrenwho have received acute or residential care. Such term includes
nontraditional mentalhealth services that will assist the child to be
maintained in the least-restrictive andleast-costly setting.'' The
program would also involve ''...the sharing of financial riskby
accepting as a maximum annual payment for such services a 'case-rate
reimbursement' notin excess of the amount of the annual standard
CHAMPUS residential treatment benefitpayable (as determined in
accordance with section 8.1 of chapter 3 of volume II of theCHAMPUS
policy manual).'' A ''child,'' for purposes of this exercise is defined
as one who:a) is dependent for over one-half of their support and has
not yet attained the age of 21,(23 if a full-time student or
physically/mentally incapacitated); and b) has a seriousemotional
disturbance that is generally regarded as amenable to treatment. Please
provideTto this program; i.e., if one or two specific sites were
selected within the two Regions,and one of the beneficiaries in the
program relocated to another site within the twoRegions, what method
could be employed to deliver care. The Government does not intend
toaward a contract on the basis of the information received or to
otherwise pay for theinformation received. Any such contract will be
awarded based on a solicitation issuedafter the Government finalizes
