the Assistant Secretary of Defense(Health Affairs) (ASD(HA)), intends
to issue a sole source contract for continuation ofservices with
National Academy of Sciences, Institute of Medicine, Washington, DC
forindependent, external and unbiased evaluation of the efforts and
findings of theComprehensive Clinical Evaluation Program (CCEP) from
the Institute of Medicine. The NAShas already developed and released
reports on the DoD CCEP in FY95. This requirement willinclude review of
the findings of the CCEP and the DoD's interpretation with a
specialfocus on the group of patients who fall in three categories of
the InternationalClassification of Diseases (ICD-9-CM). The IOM will
assist the DoD in the refinement ofthe diagnostic strategies for these
patients, and consider additional medical tests orconsultations. The
committee will also consider the context of environmental
andpsychological stressors experienced by deployed troops and rank
order potential screeningtests. It is the Government's intent to
negotiate a 9-month contract with NationalAcademy of Sciences. This
