The contractor shall provide all labor, equipment, tools, materials, supervision, and other services necessary to complete the processing of films, such as 7250, 7251, S0251 and 2239. Special processing may be required such as push/pull processing. Release prints on some projects may require the use of print film such as 7399 and the print put on a 400 ft reel and placed in a film (MOPIC) can. Reels must be ''square/square'' slots. Other tasks such as Digitizing of video to motion JPEG DPS/PAR files, Precision Frame Captures, File Conversions, Closed Captioning and Open Captioning, Rotoscoping and Creative Design and production of print support materials are also required. Silent prints including work prints shall be on double perforated stock. There will be a 24 hr turnaround time 75% of the time and a 6 hr turnaround time for 25% of the time, for all MOPIC 16mm VNF color film. Priority processing is a must on this type of scientific and research film. All production and special services shall be free of defects such as incorrect density, discoloration, water spots, stains, checking, cracking, scaling, blistering, peeling, reticulation, static marks, cinch marks, abrasions, dirt and other foreign matter. Technical evaluations will be conducted. The following criteria will be used: Offeror shall present the overall and technical ability to accomplish the work; supervisory personnel must have a minimum of 3 years of experience and the technical personnel will have at least 2 years of current motion picture processing and printing experience; offeror shall provide evidence of job related training; offeror shall present the sequence of steps necessary to accomplish the tasks; offeror must have administrative capabilities to support the contract; offeror shall provide evidence of prior experience (3 years). The technical criteria is not limited to the above only in any way. This solicitation will be issued approx 96 May 31.
