Z -- JOB ORDER CONTRACT (JOC) ALPENA CRTC ALPENA, MICHIGAN SOL DAHA20-96-R-0004 DUE 052696 POC Contract Specialist,Brenda Outman, (517) 483-5926 (Site Code W56LS9) PRESOLICITATION: Project will consist of multiple discipline multi-year maintenance, repair and minor construction services for the Alpena Combat Readiness Training Center (CRTC), Alpena, Michigan. Delivery orders shall be based on individual projects and may be issued over a period of one (1) calendar year from the date of award, with options to extend the basic contract annually for four additional years. Individual delivery orders shall not exceed $300,000. The minimum guaranteed value of this contract is $5,000, The maximum allowed under this contract is $5,000,000. The contractor must either (1) be located within a 50 mile radius of Alpena CRTC or (2) establish an office with anorganization and construction equipment sufficient to perform at least 20% of the actual construction work with its own employees for each individual delivery order, with a full-time principle agent within a 50 mile radius of Aplena CRTC Under the second criteria listed above, said office must be opened for business from 8:00a.m. to 4:30pm daily. The principle agent must have full power and authority to act upon the behalf of the Contractor for all work to include delivery order estimating and negotiations. At the Contracting Officer's discretion all negotiations will be conducted at the Alpena CRTC with the contractor's agent physically present and able to estimate, negotiate and bind the contractor. The successful Contractor must have the above mentioned office operational, at least 14 days prior to award. The cost of mobilization, demobilization, operational office expense and the cost of a superintendent will be included in the coefficient. The Contractor must superintend construction work on site at all times. Subcontracting for work and simply adding Contractor overhead and profit to this subcontracting cost does not amount to Contractor performance under this contract for purpose of computing the amount of Contractor work stated above. The cost of material will not be included in computing percentage of work performed by prime contractor. The brokering of a federal contract is considered prohibit behavior and is not in the public interest. Brokering is where a business obtains a Government contract, but performs none of the actual construction work, an instead subcontracts all of the construction work adding its overhead and profit to the subcontractor costs. The contract type will be a two step sealed bid. Step one, submission of technical proposal that is acceptable without additional explanation. Technical proposals submitted shall not include price or price related information. Evaluation of proposals will be based on: experience, past performance, experience with area subcontractors, subcontractor manageability, types and amount of equipment, availability and amount of key staff and bonding capability. This procurement is unrestricted, therefore responses from all business concerns are requested. Solicitation will be issued on or about 15 days after the publication of the this synopsis.
