Contracting Officer, Bonnie J Fitch. The Air Force Development Test
Center (AFDTC) intends to solicit and negotiate under simplified
acquisition procedure with only one source, EG&G Star City Inc., 35
Congress Street, Salem MA 01970, (505) 745-3200. In accordance with FAR
6.302-1, EG&G Star City Inc. is the only known source that can meet the
Government's minimun essential requirements for material that has a
surface area of greater than 24,000 cm2 /g. To verify this surface are,
the contractor shall perform a Fisher Sub Sieve Sizing test wich
involves measurement of the pressure drop across a compact of the
powder. The Fisher test is expected to provide a measurement accuracy
of +/- 10% for this surface area range. Other required tests of the
material are: (1) Residual moisture level, (2) Insoluble acetone level,
and (3) Thermal analysis. The residual moisture shall not be greater
than 0.06% by weight, and is expected to be approximately 0.05%. The
insoluble acetone shall not be greater than 0.4% by weight and is
expected to be approximately 0.32%. Thermal analysis shall be conducted
using a Differential Scanning Calorimeter (DSC) over the range of 100
to 260C to determine the melting point of the material. The melting
point is expected to be approximately 140C. A quantity of 25 grams of
the chemical Tripeon will be provided by the HSA PETN material. The
final product shall contain less than 10% Tripeon by weight. Required
delivery is 14 days after contract award. Technical questions may be

wich will be considered. Firms are also requested to submit information
regarding their capapbilities (i.e., literature, catalogs, brochures,
etc.) to furnish supplies that comply with the requirements of the
Government. (No contract award will be made on the basis of
bids/proposals recieved on response to this synopsis.) Firms responding
to this synopsis should reference FO8651-96 and indicate wether they
are or are not a small business concern as defined in FAR 52.219-1. The
Air Force reserves the right to consider a small business set-aside
