63 -- WIDE AREA SURVEILLANCE THERMAL IMAGER POC Cpt. Suzanne O. Staugler, Contract Manager, 617-377-6654; Kent. W. Kinal, Contracting Officer, 617-377-6607. The Air Force is seeking sources for Wide Area Surveillance Thermal Imagers (WSTI) to include the WSTI system, training, operator's manual, accessories, and Interim Contractor Support (ICS) to meet the requirements of the Tactical Automated Security System (TASS) assessment function. TASS operators require a relocatable, remotely-controllable, passive thermal imaging system which can assist them in assessing the cause of alarms emanating from deployed intrusion detection sensors. A developmental effort is not contemplated and the use of commercial-off-the-shelf and non-developmental items is requested to the fullest extent possible. The Air Force anticipates the acquisition of a minimum of 75 systems with the potential for the acquisition of additional systems and components through the use of a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. The WSTI system shall be used by USAF Security Police and other security personnel in deployment, semi-permanent, and permanent security assessment missions. The WSTI screening criteria consist of the following: The WSTI will: 1. be a remotely-controllable, passive thermal imaging system, 2. have the capability to conduct wide-area and point assessments of human and vehicle targets, 3. be integrated into a complete operational system containing the following: a) a multi-field of view thermal Imaging camera, b) a pan and tilt mount c) an operator's display & control station (dcs), d) interconnecting cables for power and communications e) operator manuals f) hard transportation and storage case, g) tripod or elevating mounting system (Quickset model 4-53031-TASS or equivalent) with carry bag, 4. be contained in a single hard transportation and storage case (all components except for the tripod system) 5. allow remote control of both the thermal imaging camera and the pan and tilt mount by a remotely-positionable operator control station, 6. include a dcs capable of a)displaying a standard TV video output of the thermal imaging camera on a video monitor, b)provide power to both the thermal imaging camera and the pan and tilt mount, and c) send command signals to both the thermal imaging camera and the pan and tilt mount. 7. include an interconnecting cable of more than 60 meters with the ability to extend the remote positioning of the operator control station by the use of an accessory cable of more than 300 meters, 8. enable a single operator to non-simultaneously view the output and send control signals to a maximum of four thermal imaging cameras and pan tilt mounts, 9. provide power to up to four thermal imaging cameras simultaneously, 10. enable the thermal imaging camera and pan and tilt mount to accept dc power from remote power sources other than that supplied by the operator control station, (though not simultaneously), 11. with the exception of the dcs, not exhibit degradation in performance within a temperature range from -32C to +49C during exposure to all weather conditions, 12. have a horizontal wide field of view in excess of 15 for wide area surveillance and a horizontal narrow field of view no greater than 10 for point assessments and identification of detected targets, 13. will be capable of detecting a human-size target at 1500 meters and moving vehicular targets at a range of 3000 meters under clear weather conditions, 14. will be man-portable and able to be lifted and carried by two persons, 15. will not exceed a weight of 75 kilos (without including the tripod), 16. have a system MTBCF of 2400 hours, 17. have a mean time to repair of no more than two hours, 18. not require calibration more than two times per calendar year, 19. be operable in NBC-contaminated environments, 20. be able to have any exposed WSTI component(s) be de-contaminated using standard non-thermal DoD de-contamination techniques and be resistant to the effects of chemicals and vapors present on a USAF airbase flightline, i.e. JP-8, gasoline, engine oil, ammonia, paint thinner, etc., 21. be operable in conditions of wind blown dust, salt fog, and winds up to 30 knots, 22. be able to receive positioning information configured in EIA-STD-232 data communication protocol. 23. have the capability to be hardened to defeat electro-optical counter-countermeasures with optional enhancements (desired to not to exceed 15% of its acquisition price). 24. be capable of withstanding vibration, shocks and rough handling encountered during transportation and operational deployments. 25. be able to operate on commercial ac power, rechargeable 12 volt batteries, or other dc power sources, including vehicle power, 26. have external connectors for power and control settings on the thermal Imaging camera enabling it to be integrated with other pan-tilt mounts and display and control stations. Interested firms shall indicate their ability and experience in providing on-sight training courses in the use and care of the WSTI. The Government is interested in procuring an all-risks support capability for the WSTI. Firms shall indicate their ability to repair or replace failed WSTI's within 30 days after return to the Contractor by the User. Draft documents such as a performance specification, contract statement of objectives, and anticipated evaluation criteria will be posted on the Hanscom Electronic Bulletin Board (HERBB) on or about 30 June 1996. In conjunction with requesting technical proposals, The Government anticipates requesting two WSTI systems to be submitted by all Offerors as bid samples. These bid samples will be retained by the Government for the duration of the proposal analysis period - estimated to be a minimum of 90 days. Specifically, please indicate your capability to provide 2 bid samples for this acquisition on 1 November 1996. Interested firms should submit a Qualifications/Capabilities Statement that addresses the WSTI screening criteria listed above no later than 45 days after the release of this announcement. Please include in your responses a compliance matrix indicating the ability of your candidate WSTI to meet the screening criteria identified above. In addition, you may provide videotapes, technical literature and brochures to substantiate capabilities of your WSTI system. If your company has provided your WSTI to other organizations, please provide points of contact, quantity delivered, and any other relevant details. The Qualifications/Capabilities Statement should not exceed 30 pages. Please indicate whether the concern is a large, small, disadvantaged, or women-owned concern and specify a contact person with their telephone number. For this acquisition, a concern will be considered small if its number of employees does not exceed 750. Additionally, sources shall indicate if they are US or foreign owned/controlled. Col. Claude E. Messamore, JR, USAF at (617) 377-5106 has been appointed as an ombudsman to hear concerns from Offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. The Ombudsman should only be contacted with issues or problems that have previously been brought to the attention of the program manager and/or the contracting officer and could not be satisfactorily resolved at that level, or issues that require contractor confidentiality.
