commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
solicitation number is 52SBNB6C9124 and the solicitation is being
issued as a request for proposal (RFP). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-33. The standard industrial classification code
is 3542 and the small business size standard is 500 employees. The
contract line item numbers (CLIN), items, quantities, and units of
measure are: CLIN 0001 Plasma Spray Control Model 3620 as described in
Brochure 3620-1-91 VL, 1 each; CLIN 0002 Remote Pendant Part
No.3620-100, 1 each; CLIN 0003 Voltage switch box model 3621, 1 each;
CLIN 0004 Roto-Feed Powder Hopper Model 1270, 2 each; CLIN 0005
Controlled Temperature Heat Exchanger Model 3252, 1 each; CLIN 0006
Spare Parts Kit containing 3 external powder port assemblies, 6 gas
injectors, 8 cathodes and 8 annodes, 1 each; CLIN 0007 Hose and cable
kit with gun holder, 1 each; CLIN 0008 Factory training for 2 NIST
research metallurgists, 2 days in Appleton, WI. The above components
are for a Miller Plasma Spray System and they shall mate and match with
and be completely compatible with and existing power supply Miller
Model PS100 Serial No. KF9911555, Plasma Gun Model SG100 Seriel No.
KF111238 and high frequency arc starter Model HF2200 Serial No.
KF900622. CLIN 0001 - Plasma Spray Control shall be capable of
controlling 2 roto-feed, volumemetric powder feeders independently and
simultaneously; it shall control the flow of primary plasma gas, a
secondary plasma gas and 2 powder feeder carrier gases. Control of
these gases shall be via precision jeweled critical orifaces, and
incorporate a regulator and p1 and p1 analog gauges; it shall have
digital voltage and amperage displays and incorporate an automatic soft
start ''ramp'' control of the existing Miller Thermal, Inc Model PS-100
power supply; it shall be capable of operating in a semi-automatic
model via a PLC controller the plasma processes with a touch of a
single button; it shall incorporate an annunciator with a digital
display that will display system status and system alarms. CLIN 0002 -
Remote Pendant shall be capable of controlling the plasma spray
controller from a distance of 25 feet away. CLIN 0003 - Voltage Switch
Box model 3621 shall incorporate a device that allows selection of
voltage reading at the existing Miller Thermal, Inc. model HF-2200 or
at the existing Miller Thermal, Inc. Gun model SG-100. This voltage
reading shall be displayed at plasma spray console digital voltage
display. CLIN 0004- Roto-feed Powder Hopper model 1270 shall deliver
powdered material to the existing Miller Thermal, Inc. model SG-100 gun
in an internal and external fashion. Each powder hopper shall have a
minimum hopper capacity of 205 cu/in and be capable of expanding to 410
cu/in. The powder hoppers shall be capable of communicating to an
external computer vis RS 232. The powder hoppers shall incorporate a
selectable and controlled temperature heater blanket with temperatures
ranging from 70 to 225 degrees F. CLIN 0005 - Controlled Temperature
Heat Exchanger Model 3252 shall be a temperature selectable and
controllable heat exchanger capable of cooling the existing Miller
Thermal, Inc. Model SG-100 gun in its full operating range. CLIN 0006
- Spare Parts Kit shall include sufficient spare parts including
external injection assemblies, anodes, cathodes and gas injectors for
the existing Miller Thermal, Inc. model SG-100. CLIN 0007 - Hose and
Cable Kit shall provide all hose and cables for new and existing
equipment. CLIN 0008 - Factory training at suppliers headquarters for
two NIST research metallurgists for two days. NIST requires delivery of
the components 15 days from receipt of contract. FOB Destination. The
place of delivery, acceptance and FOB is NIST Shipping and Receiving,
Building 301, Gaithersburg, Maryland. The provision at FAR 52.212-1,
Instructions to Offerors - Commercial applies to this solicitation. FAR
52.212-2 Evaluation - Commercial applies to this solicitation. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluation offers:
Technical capability; past performance; and price. These factors are
listed in decending order of importance. Technical and past performance
when combined are approximately equal to price. Offerors shall include
a completed copy of the provision at 52.212-3, Offeror Representations
and Certifications - Commercial Items with its offer. The clause at
52.212-4, Contract Terms and Conditions applies to this solicitation.
