This Center intends to procure, on a Sole Source basis, from the
following firm, Kinetic Systems Corporation, the following goods or
services: 1) Quantity 1 each, Slot O Controller, Embedded 50MHz 68060,
16MB (Model No. V170-AB31). 2) Quantity 1 each, Reality Data
Acquisition Software-System, License (Model No. 9968-21A) 3) Quantity
1 each, 16-Channel, 16-bit DAC, +/- 10V output (Model No.V266-ZA31). 4)
Quantity 1 each, 32-Channel Digital Output, Open-collector (Model No.
P300-345A). 5) Quantity 1 each, VXI Systems/Hardware Training-On site
1 week (Model No. N/A) 6) Quantity 1 each, Reality Software Training -
on-site 1 week (Model No. N/A). This procurement is being conducted
under the Simplified Acquisition Procedures. This is a Commercial Item
procurement: See FAR Part 12. Should any other offeror be able to
provide the above goods or services, send adequate information and
literature to support this contention to NASA Langley Research Center,
Mail Stop 138, Hampton, VA 23681-0001. This information, citing the
above solicitation number, should be received within 15 days of the
publication date of this notice. All timely received information will
be considered. The proposed contract action is for supplies or services
for which the Government intends to solicit and negotiate with only one
source under authority of FAR 6.302. Interested persons may identify
their interest and capability to respond to the requirement or submit
proposals. This notice of intent is not a request from competitive
proposals. However, all proposals received within 45 days (30 days if
award is issued under an existing basic ordering agreement) after date
of publication of this synopsis will be considered by the Government.
A determination by the Government not to compete this proposed
contract based upon responses to this notice is solely within the
discretion of the Government. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement). An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition. The purpose of the
ombudsman is not to diminish the authority of the contracting officer,
the Source Evaluation Board, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes,therefore, DO
NOT CALL THE OMBUDSMAN FOR SOLICITATION REQUESTS/INFORMATION.

which cannot be resolved by the installation ombudsman may be referred
to the NASA Agency ombudsman Tom Luedtke at 202-358-2090. Before
consulting with any ombudsman, interested parties must try to resolve
their concerns with the contract specialist or the contracting officer.
