523-0059. Under the authority of FAR 6.302-5, the National Park Service
(NPS) intends to enter into a non-competitive contract to purchase a
state of the art COTS museum collection management software application
and associated specialized professional services. This software will be
installed in sixteen parks and centers as a test replacement for the
obsolete NPS-developed product currently being used in over 320 parks,
servicewide. Specification of a COTS product eliminates the
possibility of acquisition of a proprietary product that is developed
only for NPS and the development and expansion costs that accompany
such an acquisition. Therefore, IAW authority of 10 U.S.C. 2304(c)(5)
as implemented by FAR 6.302-5 the Government intends to enter into
negotiations on a non-competitive basis with Advanced Computer
Consulting Services (ACCS), Inc. within 30 days after the publication
of this notice. However, all information received by this agency shall
be considered. A determination not to open the requirement to
competition based on responses received to this notice is solely within
the discretion of the agency. This synopsis may represent the only
