27709 A -- DETERMINATION OF GENETIC SUSCEPTIBILITY TO LUNG CANCER IN

Environmental Health Sciences intends to negotiate a contractwith
Louisiana State University, Medical Center, 433 Bolivar Street, New
Orleans, LA70112-2223 to conduct a study to determine the genetic
susceptibility to lung cancer in familiesfrom southern Louisiana for
the National Center for Human Genome Research's Division ofIntramural
Research/Center for Inherited Disease Research (NCHGR). Specifically,
LouisianaState University will be required to apply the tools necessary
to ascertain lung cancer patientsin a rapid ascertainment network, and
to collect data and biologic specimens from selectedlung cancer
patients and their families to be delivered to the Government so that
geneticlinkage analyses can be performed. Specifically the tasks to be
performed are: (1) use anexisting rapid-surveillance system to collect
data on patients diagnosed with lung cancerbetween September 30, 1996
through September 29, 1999 in all hospitals diagnosing lungcancer
patients within 24 parishes (counties) in Southeastern Louisiana; (2)
in families wherethere are at least two relatives affected with lung
cancer in addition to the probands, thecontractor shall contact all 1st
and 2nd degree relatives of the probands and appropriatespouses (next
of kin if spouse is deceased) to obtain cancer history, environmental
and lifestylerisk-factor information, blood samples or tissue samples
(the latter from deceased affectedindividuals); (3) follow-up on a set
of 9 families previously ascertained during preliminarystudies, each
having at least 3 persons affected with lung cancer, for inclusion in
the linkagestudy. The Contractor shall extend these families by
including additional relatives in thestudy. Blood samples shall be
collected on all living informative members of these familieswho have
not previously been sampled, and tissue samples will be obtained, if
possible, for alldeceased family members; and (4) the Contractor shall
provide blood samples, a plan forsubmission of clinical information,
clinical information, and questionnaires as specified by theProject
Officer. It is estimated that approximately 400 new patients will be
reported to theContractor per year, and it is anticipated that the
Contractor will enroll (contact and sendquestionnaires) to about 200
patients per year. Approximately 15-20 families may be recruitedduring
the first three years of the contract to participate in the linkage

One Responsible Source. Louisiana StateUniversity, Medical Center
(LSUMC) is the founder of the Rapid Case AscertainmentNetwork, which
took approximately one year to establish. The existing rapid
case-ascertainment network in southern Louisiana has been successful in
collecting 9 pedigreesinformative for lung cancer linkage analysis and
therefore is likely to be able to collect moresuch families over the
period of this study. It would be too costly, monetarily and time
wise,for the 33 hospitals who are seeing lung cancer patients in the
target area and who alreadyhave a research agreement with LSUMC to
sever this agreement and enter into a new researchagreement with
another source when the current arrangement is working so well. In
addition,it would take another source a year or more to obtain the
necessary approvals from each of thehospitals and to develop and
implement the necessary protocols. It would then take anadditional six
months or more to establish a cohort the size of the existing one.
This wouldcause unacceptable delays and the research project would be
engendered while another sourcesets up a rapid ascertainment system. It
is to the Government's benefit to take advantage ofthis existing data
base and cohort. It is estimated that it would take approximately
16,900direct labor hours to complete the work. Any other interested
sources desiring considerationfor this requirement must fully identify
their interests and capabilities to the Contract Specialistlisted
