PRDA, published 22 Apr 96, clarifies Section B-REQUIREMENTS and expands
Section D-PROPOSAL PREPARATION INSTRUCTIONS. The original proposal
submittal date of 6 Jun 96, 1500 PDT, remains unchanged. Section
B-REQUIREMENTS, paragraph (1) is changed to read as follows: (1)
Technical Description: The purpose of this Evaluation Study is to
develop a systems-level solution that will protect the Department of
Defense (DoD) and U.S. Allies operational use of GPS during times of
conflict, while preventing use of GPS by adversaries with minimal
impact on civil use outside of the area of conflict. The Evaluation
Study will include an investigation into material and non-material
solutions to increase protection for U.S. forces from enemy jamming and
spoofing of GPS. Relevant technologies which may be considered are:
antenna technologies, adaptive nulling or beamforming techniques,
post-correlation beamforming or nullforming techniques, antijam
filters, utilization and increase of body maskings effects, or any
other technologies or techniques which may prove effective against GPS
jamming. Section B-REQUIREMENTS, paragraph 1(b) is changed to read as
follows: Establish and maintain a Decision Database (reference :
MIL-Std-499B draft dated 5/6/94, para 6.4.5). Section D-PROPOSAL
PREPARATION INSTRUCTIONS, paragraph (2)Technical/Management Proposal,
subparagraph (f), is changed to read as follows: (f) proposed
protection options for U.S. forces from enemy jamming and spoofing of
the GPS, ranging from non-material techniques to major retrofit of user
equipment, (g) technical and tactical limitations of protection
options, (h) implications of prevention techniques on protection
requirements and vice-versa, and (i) technologies and techniques that
