USAYPG intends to negotiate on an other than full an open competition basis with J-Squared LLC, of Colorado Springs, Colorado for Advanced Technology Advisory and Assistance Services. J-Squared LLC is the only source which can provide services to satisfy agency requirements. These services represent continued development and award to any other source would result in substantial duplication of cost and unacceptable delays in fulfilling agency requirements. A 24-month contract is anticipated with 1-year option. Secret and ADP sensitive clearance required. Areas of assistance and advisory services include advanced technology applications for existing systems in the areas of optics, electro-optics, photonics, sensor system development and integration, system networking and automation, software and software system design and development, optical and electrical sensor development, real-time image processing, systems with distributed processing capabilities, ultra-high speed ballistic imaging, vector scoring, embedded systems, concepts development, program design, innovative instrumentation, real-time geodetic measurements systems, security and range monitoring systems, and system fielding. Responsible sources shall identify their ability to meet this requirement by proving a written proposal within 45 days of the date of this publication.
