Services are required to design a multiple facility project at the
109th Airlift Wing, New York Air National Guard, Schenectady Co.
Airport, Scotia, New York. It is contemplated that one negotiated
contract will be awarded, by the New York Unites States Property and
Fiscal Office, to a qualified A-E firm or consulting engineer for Type
A (investigations, survey, soil borings, cost analysis submittals),
Type B (preparation of construction plans, specifications, cost
estimates, design analysis), and Type C (shop drawing/construction
submittal reviews, construction inspection) services. The project scope
consists of the following: 1) a new 8,000 SF building addition, with
14,000 SF of accompanying building alteration/renovation for the
Squadron Operation facility; 2) a new 15,800 SF Dining Hall facility;
and 3) a new 3,600 SF building addition with 6,800 SF of accompanying
building alteration/renovations for the Audio-Visual/Communications
Facility. All three facility projects will be incorporated into one
design contract; however, the subsequent construction may be bid as
either a single contract or separate contracts. The estimated
construction contract range for the project is between 5 and 10 million
dollars. Selection of the A-E Services is not based upon competitive
bidding procedures, but rather upon the professional qualifications
necessary for the satisfactory performance of the required services for
the applicable project, which are listed in priority order as follows:
1) Professional qualifications necessary for the satisfactory
performance of required services; 2) Specialized experience and
technical competence in the type of work required; 3) Capacity to
accomplish the required work on an accelerated schedule, with respect
to availability of key personnel and the firm's workload; 4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules; 5) Geographical location of the firm and
knowledge of the locality of the project; provided that application of
the criterion leaves an appropriate number of qualified firms, given
the nature and size of the project; and 6) Demonstrated success in
prescribing the use of recovered and achieving waste reduction and
energy efficiency in facility design. Anticipated award dates for the
A-E contract is June 15, 1996. All stated quantities (sf, sy etc) for
the projects listed above, are approximations and may vary. Firms that
do not comply with these requirements will be considered
non-responsive. Architect-Engineering firms desiring consideration
shall submit appropriate data (SF 254 & 255) in accordance with note
24. Applications are due by May 31, 1996 UNLESS the announcement
appears after May 1, 1996. ONLY if the announcement appears after May
1, applications are due 30 days after the CBD publication date. This
project is not set aside for small business. (SIC code 8712).
