FISC Norfolk DET Philadelphia intends to acquire dialtone and associated digital trunking services to support the installation of a new telephone switch at the Norfolk Naval Shipyard, Portsmouth, VA. The Government intends to solicit and negotiate on an other than full and open competitive basis pursuant to FAR 6.302-1 with Bell Atlantic Network Services, Inc. of Silver Spring, MD. since they are the only company authorized to provide the required services in the Portsmouth, VA. area by the State Regulatory Commission. The services are required from 1 July 96 through 30 June 1997 with two additional twelve-month option periods. All other responsible sources may submit concise documentation for consideration regarding their ability to provide the required services as well as financial and technical information. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calendar days after publication of this notice, a request for quotation will be issued to Bell Atlantic.
