342-3937. The Naval Air Systems Command is seeking sources for the
manufacture and installation of the Carrier Aircraft Inertial
Navigation System (CAINS II)(AS/ASN-139) ''A'' kits for the C-2A(R)
aircraft. The CAINS II will replace the current attitude heading
reference system (AHRS). Background: The C-2A(R) aircraft is key to
aircraft carrier battle group logistics and other fleet support
worldwide. A reliable Navigation suite isessential for the Carrier
Onboard Delivery (COD) mission. CAINS II integration will follow and
complement a global positioning system (GPS) installation, utilizing
the existing 1553 data bus; a second Control Display Navigational Unit
(CDNU) for control; and two Navigation System Interface Units (NSIU).
Sources responding must have the capability to (1) manufacture/produce
approximately thirty-eight (38) C-2A(R) aircraft ''A'' kits and (2)
capability to install the ''A'' kits and the government furnished
equipment ''B'' kits. The ''A'' kits will consist of the hardware
(racks, brackets, wiring harnesses, shelves, etc.) necessary to install
the GFE ''B'' kit. The ''B'' kit includes, but is not limited to, two
(2) AN/ASN-139 CAINS II; one (1) CDNU; two (2) NSIUs, as well as any
peculiar support equipment necessary to accomplish the installation of
the CAINS II equipment. The Navy will provide a technical data design
package (TDDP). The ''A'' kits will be manufactured in accordance with
the Navy provided TDDP. Anticipated delivery requirements are 12-13
kits per year beginning Feb 1997 through Sep 1999. A firm fixed price
contract is anticipated for the manufacturing of the ''A'' kits. The
TDDP will be current as of the anticipated completion of a Navy
technical evaluation of the initial C-2A(R) CAINS II installation which
is expected in early 1997. The CAINS ''A'' kit will require a
validation (VAL) of the Navy prepared airframe change (AFC) Technical
Directive (TD). The VAL kit will consist of the initial contractor
manufactured ''A'' kit and installation of GFE ''B'' kit. The aircraft
with the installed VAL kit will be operationally evaluated (OPEVAL).
It is anticipated the OPEVAL will be performed at Patuxent River,
Maryland during Sept-Nov 1997 timeframe. Results from the OPEVAL may
require the TD and the TDDP to be enhanced/modified. Upon completion of
the OPEVAL and any enhancements/modifications, the potential contractor
must be capable of retrofitting the remaining thirty-seven (37) C-2A(R)
aircraft with the ''A'' kit and GFE described. It is anticipated that
installation will be accomplished through an indefinite delivery,
indefinite quantity time and materials contract through the use of
field teams at NAS North Island and NAS Norfolk and postured for travel
to Japan. Installations are anticipated to begin December 1997 through
October 2000. Knowledge/experience working in a Navy maintenance
environment is necessary. It is currently anticipated that squadron
organizational ''O'' level maintenance personnel will prepare the
aircraft for this modification (removal and replacement of panels and
other ''O'' level maintenance actions). The approximate value of this
potential contract is $7 million. Sources responding should provide
information concerning key management/program personnel and a resume of
previous experience/evidence of capability to perform. All timeframes
identified above are anticipated. Information requested is for planning
