Gill, Contracting Officer, (919)335-6141 The U.S. Coast Guard (USCG) requires energy attenuating seats to replace the current crew position seats in the HH-65A helicopter fleet. The aircraft is a military version of the AS365 N1 Eurocopter Dauphin helicopter. The existing crew positions include the pilot/copilot seats (p/n 424-10) and flight mechanic seat (p/n 423-30). Offered seats must generally conform to SAE AS8049: Performance Standard for Seats in Civil Rotorcraft and Transport Airplanes with some exceptions. In addition, offered seats must comply with the following additional requirements: (1) The seats must be capable of accommodating a wide range of occupants. (2) The seats must meet Federal Aviation Regulation Part 27 fire retardant and static strength requirements. (3) The seats must meet specific clearance and weight requirements. (4) The SRP (seat reference position), seat height, and fore/aft adjustments must be the same as the current seat. (5) The new seats must incorporate a restraint system that meets or exceeds the current design. (6) Lumbar support (preferably adjustable) must bebuilt into the seat design. The source selection will be based on best value to USCG. This acquisition will be conducted using other than full and open competition procedures. Only existing energy attenuating helicopter seat manufacturers will be solicited. Interested parties were previously identified through a ''source sought'' announcement. USCG envisions prototype awards for two each of each seat type on a firm fixed-price basis with options to procure production quantities (estimated 200 each pilot/copilot seats and 100 each flight mechanic seats) on an indefinite delivery/indefinite quantity basis over a five-year period.
