Guard has a requirement to procure an efficient high-speed in-line oil
skimmer deployment package, auxiliary equipment, optional DOP-250
pumps, documentation training and training videos. The skimmers shall
be capable of recovering spilled oil at relative tow and current speeds
of no less than 3 knots in both open ocean (waves) and river (calm)
applications. The skimmer deployment package shall include all
necessary equipment for integration with Coast Guard Boom, including
the Fast-Sweep boom and the Vessel of Opportunity Skimming System. The
skimmer shall use Coast Guard pumps and hydraulic power packs. The
skimmers that are capable of housing two Coast Guard pumps in a single
unit are preferred. The deployment package shall be containerized or
palletized for air transport on C-130 aircraft and highway
transportable by flat-bed trailer(s) without special permits. The
acquisition will be awarded on a Firm Fixed Price basis utilizing full
and open competition. The period of performance is one base year with
three one-year options. Award will be based on best value. Requests
for the solicitation package must be in writing. Interested offerors
must reference Solicitation No. DTCG23-96-R-EC6037. All responses must
be submitted within 30 calendar days from the date of this notice.

(DOT) Office of Small and Disadvantaged Business Utilization (OSDBU)
has a program to assist minority, women-owned and disadvantaged
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
