816-426-7129 x235 The NOAA, Office of Aircraft Operations, McDill AFB,
FL has two Lycoming IO-540-E1B5 aircraft engines which need to be
overhauled to zero-time factory specifications. Reference MIL-I-6866
and MIL-I-6868 for inspections. Reference SSP-1776, Service Table of
Limits and Tightening Torque. Accessories include: magnetos, starter,
alternator (28v 100 amps), fuel pump, vacuum pump, hydraulic pump, fuel
injection system, new ignition system/harness, spark plugs, hoses and
lines. Either Lycoming or Superior replacement parts may be used in the
overhaul. NOAA reserves the option to provide selected parts that are
above and beyond the overhaul. Logbook entries are required. A
''tear-down'' inspection report is required within 14 calendar days
after the contractor receives the engines from NOAA. The entire
overhaul must be completed within 30 days after receipt of the engines.
Quotes will also be accepted for total exchange of NOAA's engines for
contractor-owned engines which have already been overhauled to
zero-time specifications. Contract award will be based upon these
evaluation factors: lowest quoted price including cost of shipping
NOAA's engines to or from the contractor's overhaul facility, past
performance for similar overhauls or delivery of similar items, and
quality and value of the quoted warranty. NOAA requires a warranty at
least equal to Textron Lycoming Williamsport Plant warranty dated
10-1-88, Revision G. Quoters must submit these documents with quote:
current FAA Repair Station Certificate, proof of hull and liability
insurance at the overhaul facilty, references and past experience
(bidders qualification sheet), and copy of warranty offered. The SIC
Code for this procurement is 3724. The small business size standard is
1,000 employees. The is a 100% small business set-aside. The purchase
is executed under Simplified Acquisition Prodedures of FAR Part 13. A
Request for Quotations (RFQ) will be issued 15 days after publication
of this notice. Fax written requests for a copy of the RFQ to Margaret
House at Fax 816-426-7530. Due date for receipt of quotes is approx
5-29-96. Two overhauled aircraft engines must be delivered to NOAA not
