The work requires Architectural Design and Engineering Services necessary for the preparation of plans and specifications complete and ready for bidding, accompanied by cost estimates and design calculations in accordance with all State and Federal permits for the Repairs to the Robert Crown Sailing Center at the U.S. Naval Academy, Annapolis, MD. Other services that may be required are review of shop drawings, construction consultation, and construction inspection services. Title II construction record drawings and post construction award services (PCAS) may be required at any time up to the final acceptance of all work. The Sailing Center, Bldg 601, is a 9800 SF waterfront structure built in 1974 containing classrooms, offices, locker rooms, and storage space. Repairs include additions to the existing structure, interior space realignment, mechanical and electrical upgrades, incorporation of energy efficient systems and materials, exterior repairs to siding and roofs. The estimated start date for the design is on or about 20 May 1996. The estimated cost of construction is between $1,000,000 and $5,000,000. Selection criteria, in relative order of importance, are included below. (1) Specialized experience and technical competence in the type of work required, utilizing in-house personnel and CAD systems; (2) Firms not having full in-house capability must demonstrate how they will manage subcontractors and insure quality control; (3) Capability of the firm to accomplish the work within the required time, considering such factors as loss of key personnel and volume of other work, (4 Proximity of the firm within the Baltimore-Washington DC metropolitan area; 5) Past performance and performance evaluations will be reviewed during the evaluation process and can affect the selection outcome. Architect-Engineer firms which meet the requirements listed in this announcement are invited to submit one copy each of the completed Standard Form 254 and 255, U.S. Government Architect-Engineer Qualifications, to the office indicated below. Only SF254 and SF255 will be used for evaluation. Do not send company brochures or promotional material. Personal visits for the purpose of discussing the project are discouraged and site visits will not be arranged. Only firms responding to this announcement by 09 May 1996 at 4:30 PM EST (16:30 Hours) will be considered. Submit the SF 254 and SF 255 by the due date and time to ROICC Annapolis, 181 Wainright Road, U.S. Naval Academy, Annapolis, MD 21402-5013. Fax copies of the SF 254 and SF 255 will not be accepted. Firms having a current SF 254 on file with this office may also be considered. Interested firms are requested to include telefax numbers, the Contractor Establishment Code (CEC) and Taxpayer Identification Number (TIN) on the SF 254 and SF 255 in block 3a and 1 respectively. In block 10, state why your firm is especially qualified based on the selection evaluation criteria. Also use block 10 to provide additional information desired by your firm. Only the SF 254 and SF 255 will be reviewed. Experiences identified in block 8 should not be more than 5 years old. The primary person proposed to be the direct contact with ROICC Annapolis for the contract work must be identified as the ``Project Manager''.
