Concentrating in Architectural/Civil Services for Architect-Engineer
Services (Title 1), Architect-Engineer (A-E) Supervision and Inspection
Services (Title II) and Other Architect-Engineer (A-E) Services as set
forth in Air Force Instruction 32-1023 for commercial/industrial type
facilities at the Air Force Reserve Station located at the Niagara
Falls International Airport, New York. AFI 32-1023 defines: Title I:
These services are related to a specific construction project and
consists of conducting field surveys and investigations to obtain
design data, and preparing contract plans, specifications, and cost
estimates. Title II: These services are related to a specific or
proposed construction project and consists of supervision and
inspection of construction: and Other Architect-Engineer (A/E)
Services: These services are design and construction related but are
not connected with a specific construction project. The services
consist of developing design criteria, fact finding studies, surveys,
investigations, and the performance of environmental projects involving
prevention, compliance, and restoration when the services of registered
architects or engineers are required. Excluded are services that need
not be performed by registered engineers or architect such as providing
design and construction equipment or computer programs. The contract
will be issued for a period of one year with a Government option of one
additional year with the following stated limits: a. A yearly maximum
of $750,000 with a delivery order limitation of $299,000; b. The
contract maximum is not guaranteed; and c. The guaranteed minimum on
the contract is $5,000. Delivery orders will be issued from time to
time as the need arises. The significant evaluation factors are: (1)
Professional qualifications necessary to satisfactorily perform the
required work; (2) Specialized experience in the type of work required;
(3) Professional capacity to accomplish the work in the required time.
Firms must have minimum capacity of quality personnel; (4) Past
performance on contracts with the DOD, other Government agencies, and
private industry in terms of quality of work and schedules performance;
(5) Location, only those firms within the general geographical area of
the project will be considered -- the ``general geographical area'' is
limited to Niagara and Erie Counties, New York; (6) Volume of work with
the object of effecting an equitable distribution of DOD A-E contracts
among qualified A-E firms. This is not a request for proposal. Since
this office does not maintain a file of Standard Forms 254, only those
firms within the general geographical area (defined above) of the Air
Reserve Station which submit Standard Forms 254 and 255 within 30
calendar days after the date of this announcement will be considered
