C -- DESIGN FUEL CELL AND CORROSION CONTROL FACILITY Due 060596. Contact Point: CPT Al Renner, (614) 889-7019. A-E Services are required for design of a Fuel Cell and Corrosion Control Facility for KC-135 aircraft for the Air National Guard at Rickenbacker ANGB, Ohio. The Project includes construction of a new 29,000 sf fuel systems maintenance and corrosion control facility and supporting facilities. The estimated construction cost is between $1,000,000 and $5,000,000. Services will include, but are not be limited to: (1) Type A Investigative Services, consisting of (a) performing field surveys, investigations, inspections, and data collection necessary to support the design phase and (b) developing alternative concepts for design; (2) Type B Design Services, (at the option of the Government), consisting of accomplishing a complete design based on the Government Project Book with engineering calculations and design analysis, technical specifications, detailed working drawings, and cost estimates for use in competitive bidding by construction contractors; and (3) Type C Construction Inspection and Testing Services (at the option of the Government). Significant selection criteria in decreasing order of importance are as follows: (1) Professional qualifications of the firm's staff in disciplines proposed for performance of required work; (2) Specialized experience and technical competence; (3) Capacity to accomplish work in the required time; (4) Past performance; (5) Location of the firm relative to Rickenbacker ANGB, OH; (6) Volume of DoD work awarded to the firm during the previous 12 months with emphasis on equitable distribution of contracts; (7) The extent that the potential contractor identifies and commits to small businesses, small disadvantaged businesses, historically black colleges and universities, or minority institution performance of the contract, whether as a joint venture, teaming arrangement, or subcontractor. The Government proposes to enter into a Firm Fixed Price Contract for these services. Firms responding to this announcement should submit a current STANDARD FORM 254, U.S. Government A-E Questionnaire; and STANDARD FORM 255, A-E and Related Services Questionnaire, to the Contracting Officer. A current STANDARD FORM 254 and 255 should be submitted for each consultant or joint venture firm. On each STANDARD FORM 255, firms with more than one office must indicate the location of the office in which work will be performed and the staff composition of that particular office. Those responsible firms responding to this announcement with all required information before 4:00 p.m. EST, June 5, 1996 will be considered for the selection.
