Contracting Officer, (805) 277-3900 x2285. The Air Force Flight Test
Center intends to negotiate a sole source contract with Electrospace
Systems Inc., Richardson Texas, unless responses to this synopsis
reveals other sources capable of satisfying the requirement. The
government requires the following: software support services,
engineering and support services, replacement parts for the MDS-1 High
Volume Switch and associated communications equipment manufactured by
Electrospace Systems Inc. Software support services to include:
Configuration control and management, creating/modifying source files,
compilation of source files, generation of program load tape or disk,
updates and revisions, reference manuals, and technical assistance to
identify problems with software. Diagnostic service shall include
remote, voice/fax, diagnostic assistance on designated equipment, seven
days a week, 24 hours per day. Field engineering services will be upon
request to perform diagnostics and repair of designated equipment
within twelve (12) hours. On-Site field service engineer shall provide
Preventive Maintenance Service (PMS), diagnostic training, and other
field engineering support for the equipment listed. Standard repair
service shall include: exchange, repair, refurbishment, and OEM
initiated Engineering Change Order (ECO) installation for designated
equipment. All parts furnished shall be new standard parts or parts of
equal quality. The contractor will be required to meet the following
priorities: Express: Provide emergency overnight carrier delivery
service of replacement parts in exchange for the inoperable part. A new
part or part of equal quality shall be provided. The Government shall
return the inoperable part within a reasonable amount of time (not to
exceed 10 days), Priority: Exchange shall be completed within five (5)
work days of receipt by the contractor of inoperable part, Repair:
Repair and return the repaired part within two (2) weeks after the
receipt of the inoperable part. All maintenance, repair and parts shall
be made available at NISE West, San Diego CA, Key West, FL, and Edwards
AFB, CA. Written or telephonic requests to be placed on the mailing
list will not be honored. This requirement was previously synopsized as
a sources sought synopsis on 03/19/96. See Numbered Note(s): 22.
