equipment necessary to perform routine Dockside Vessel Maintenance
including but not limited to the following minimum quantity items: (1)
Overhaul Mooring Rolling Chocks, (2) Repair Vacuum Collection Tank,
(3) Provide Temporary Messing, (4) Overhaul Ventilation Fan Motors, (5)
Clean and Inspect Lube Oil Heat Exchangers, (6) Renew Deck Covering,
(7) Provide Temporary Logistics, (8) Modify the Staring Air System to
a Low Pressure System, (9) Remove Salvage Piping and Modifying
Ventilation Trunk, and (10) Clean and Inspect Jacket Water Cooling
Cores. Indefinite quantity items include but are not limited to the
following: (1) Additional Temporary Logistics. Vessel homepier is
Cheboygan, MI. Vessel length is 290 feet - width is 74 foot, 4 inches.
Vessel availability schedule is 5 August 1996 for 28 calendar days.
The place of performance is geographically restricted to the Great
Lakes area west of Massina, NY. There will be a nonrefundable charge of
$100.00 required in the form of a certified check or money order made
payable to the U.S. Coast Guard for requested drawings. All other
referenced documents are available for viewing at building 400N,
Governors Island, NY. The proposed contract listed here is part of the
Small Business Competitiveness Demonstration Program. Plans and
specifications will be issued on or after 17 May 96. All responsible
sources may submit a bid which shall be considered by the United States
Coast Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises: The Department of Transportation (DOT) Office of Small and
Disadvantaged Business Utilization has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The DOT
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000 per contract. DOT provides an 80
percent guaranty on the bond amount to a surety against losses. For
