Architect-Engineer Services - Project consists of 10.57 miles of
control survey; 2 each line tree search; 2 each corner search; 19 each
corner monumentation; 6.50 miles of marking and posting; and filling
a ``Record of Survey'' in Shasta County, California. This project is
located approximately 25 miles northwest of Susanville, California in
Lassen County. All work shall be completed within 60 calendar days
after the effective date of the Notice to Proceed with an estimated
starting date of July 1, 1996. Firms having experience in the above
type work should responds if interested. Firms must submit a completed
SF-254 and SF-255 no later than May 29, 1996 to Lassen National
Forest, Attn: Contracting, 55 So. Sacramento Street, Susanville, CA

firms, the following criteria will be applied: (1) Professional
qualifications necessary for satisfactory performance of required
services; (2) Specialized experience and technical competence in the
type of work required; (3) Capacity to accomplish the work in the
required time; (4) Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules; (5) Location in the general
geographical area of the project and knowledge of the locality of the
project; (6) Availability of additional contractor personnel or
consultants to support expansion or acceleration of the project; (7)
The volume of work previously awarded by the Forest Service will be
evaluated with the objective of effecting an equitable distribution of
the contracts among qualified A & E firms, including minority, 8(a),
or small disadvantaged firms that have not had prior Forest Service
contracts; and (8) Additional points may be assigned or credit given to
potential contractors that are or will subcontract with certified 8(a)
or other small disadvantaged businesses. This last procedure will be
allowed until units have met their small business goals. Item No. (7)
will be considered more important for this project and will he rated
considerably higher. The remaining evaluation criteria will be rated
equally. This project is set-aside for Small Emerging Business. A Small
Emerging Business is one whose annual receipts do not exceed
