SPACE TECHNOLOGY CONSORTIUM SYMPOSIUM POC CAPT Patrick O'Connell, ONR OOSL/35B (703) 696-4771. This announcement is an update to the notice published on 19 March 1996. The Space Technology Consortium (STC) is a professional forum established to promote information exchange, facilitate partnerships and foster mutually improved investment strategies among those who are in the space science and technology business. The symposium is an annual event conducted to support the STC. The first in the series will be held 14-16 May 1996 at the Crystal Gateway Marriott Hotel in Arlington, VA. The first two days will address national issues and the third day will address international issues. The agenda will consist of the following: (1) Individual speakers who will provide a summary overview of their organization's mission, priorities and challenges for space technology, (2) A panel to discuss ``the way ahead'' for space technology with discussion on the attendant organizational and system issues, (3) A panel to discuss ``how to get there'' with discussions on how to structure government, civil and industrial partnerships, and (4) A panel to discuss the feasibility of routine (versus ad hoc) international cooperation. The symposium is expected to enhance the unification process for domestic space technology planning. It is expected to do this by improving community awareness, fellowship and the constructive discussion of salient issues. Speakers and panelists are encouraged not only to discuss ``what is right'' but also to discuss the key issues that preclude synergy. The symposium will foster the establishment of three working groups: (1) The Joint Planning Working Group will pursue the methodology or process to harmonize, to the extent possible, the various organizational space technology planning processes to mutually improve investment strategies, (2) The Domestic Partnership Working Group will identify and analyze some of the key impediments to government, civil and industrial partnerships, such as ``sole source versus competition'' and intellectual property rights and develop potential solutions that allow greater financial leverage among developers, and (3) The International Cooperation Working Group will identify and analyze some of the key impediments to routine international cooperation, such as national security, technology transfer, industrial competition and to propose potential solutions.
