Point/Contracting Officer, Gloria Bailey, 202-619-3683 T-Voice of
America and Worldnet Television, a leading international radio and
television broadcast organization, is seeking qualified individuals for
free-lance assignments. VOA broadcasts to an international audience in
English and 46 other languages. VOA and Worldnet TV are seeking
qualified sources for the following types of free-lance assignments:
Radio/TV Broadcast Announcers/Narrators and Personalities,
Researchers/Writers, Producers/Editors, Listener Mail Processors,
Assignment Desk Coordinator, Production Assistants, Television Make-up
Artists, Television and on-camera talent Escort Officers, non-English
Language Translators, Narrators, Videotape Editors, Character
Generator Operators, Electronic Graphic Artists. Additionally, Office
of Cuba Broadcasting, which broadcasts radio and television programming
in Spanish to Cuba, is seeking qualified sources for similar free-lance
assignments. See attached for additional information. General
Information: 1. Free-lance assignments are performed on contract basis.
2. Most assignments require working in Washington, D.C. (some
assignments require work at Bureau of Broadcasting studios). 3. Sources
will be required to undergo a background security investigation and
pass the clearance process successfully to receive assignments. 4.
Contractor candidates must be willing to work on an as required basis.
Some broadcasting activities require working irregular hours -- very
early in morning or late into evening -- depending on broadcast
schedule. 5. Videotape editor candidates should have at least two (2)
years experience as a videotape editor in either a commercial or
government television production facility, utilizing mordern
computerized editing systems and videotape machines. 6. Free-lance
assignments are requested as needed. The Bureau of Bradcasting makes no
guarantees on the amount of work contractors can expect to receive. 7.
The Government is obligated to inspect all contractor work to insure
it satisfies contractor requirements. The government is further
obligated to reject all work which fails to meet Government-specified
requirements. The following criteria, depending on type of contract
services, will be used to evaluate prospective contractors: Radio and
television broadcast experience, including translating and adapting
braodcast scripts. (Note: For broadcasting work, VOA/Worldnet TV
requires that prospective contractors take a voice test. For
translation or on-camera work, Worldnet TV requires that prospective
contractors take a translation and /or on-camera test). Extensive
knowledge to target braodcast language and ability to adapt English
material into the target language. Ability to produce work which
demonstractes a keen knowledge of national an international issues.
Ability to explain complex issues in clear, logical terms that can be
understood by a world-wide audience. Ability to operate highly
specialized and complex broadcast television equipment, such as audio
consoles, character generators, waveform monitors and vectorscoped, and
video tapes machines, such as Betacam-SP and U-Matic. Highly developed
production skills--assembling/coordinating material, monitoring
program segments for proper sequencing and integration, ensuring
continuity, editing broadcast scripts as necessary, etc. Typing/Word
Processing skills. Ability to operate a wide variety of broadcast
equipment, including reel-to-reel or video recorders, audio consoles,
disc turntables, cartridge machines, etc. Individuals having the
