Corps and U.S. Army previously announced a requirement for a joint
service Light Nuclear, Biological, and Chemical Reconnaissance System
(LNBCRS) in June and August 1995, as well in February 1996. A DRAFT
solicitation was released to industry for comment as a result of this
last announcement. The Government is now in the process of considering
the comments and questions provided by industry, and making changes as
appropriate. Upon completion of these changes the final RFP will be
released. The LNBCRS is a vehicle-based reconnaissance system which
must be capable of NBC hazard detection and identification, ground
surface sampling, meteorological data collection, multimedia
communications, hazard warning, reporting, and marking, and navigation
using hand-held and vehicle mounted Global Positioning Systems (GPS).
The LNBCRS shall be comprised of two major components, Base Vehicles
and the Equipment Suites. The Base Vehicles will be Government
furnished Light Armored Vehicles (LAVs) and High Mobility Multipurpose
Wheeled Vehicles (HMMWVs), whereas the Equipment Suite will be
comprised of both Government Furnished Equipment (GFE) and contractor
furnished equipment required to meet the functional requirements. The
Government's requirement is broken out into a base year with and four
(4) option years (to include options in the base year). The base year
requirement is only for Program Management, Configuration Management,
and Integrated Support Plans, and other data. Additional data, test
support, training, and engineering studies may be procured in the
option years, with actual LNBCRS System deliveries listed for option
years two (2) and three (3). The design and development effort included
in this requirement will involve a broad spectrum of integration design
tasks, to include those having to do with software. Requests for this
solicitation may be made in writing via facsimile or mail, to the
address listed above. No telephonic requests will be accepted. A new
mailing list will be established for distribution of the final
solicitation. Companies on the mailing list for the draft solicitation
will not automatically be added to this new mailing list. ALL
COMPANIES INTERESTED IN RECEIVING THIS FINAL REQUEST FOR PROPOSALS,
INCLUDING THOSE HAVING RECEIVED THE DRAFT VERSION, MUST REQUEST A COPY
