Van Steelant, Contracting Officer, (301) 435-0364. It is the intent of
the National Institutes of Health (NIH) to acquire a video-based
kinematic data acquisition system. The system shall have the following
minimum specifications: 1) shall use near infra-red strobed and
shuttered video cameras so that data can be taken in normal indoor
lighting conditions; 2) the video sampling rate shall be switch
selectable between 60 and 120 Hz (samples per second); 3) the system
shall use passive spherical retro-reflective targets; 4) the system
shall use direct, real time video capture for maximum speed and
accuracy of measurement; 5) video data from all active cameras shall be
stored in a single binary data file; 6) the captured video data shall
consist of paired edge detection of passive targets in which the
leading and trailing edges are discriminated; 7) the system shall be
controlled by an IBM compatible personal computer (PC) for
compatibility with existing computers; 8) all system software shall run
under the Microsoft NT operating system for compatibility with existing
analysis software; 9) the system shall be network compatible for access
from multiple PCs simultaneously; 10) the system shall have 7 camera
channels containing a total of 7 cameras; 11) the system shall have 64
channels of integral analog to digital conversion which is
synchronized with the video capture rate; 12) the file format of
resulting 3D data must conform to the Adtech C3D file format; 13) the
system shall contain an automatic calibration procedure having no
pre-identification of calibration targets. This is required for speed,
ease of use and to minimize operator error; and 14) the system shall
be capable of automatic 3D reconstruction of up to 25 targets using 7
cameras without operator intervention or pre-identification of 2D
camera images. The Contractor shall be responsible for system
installation, including system integration into the existing IBM PC
computer network. The Contractor shall provide system documentation for
all procedures and data file formats and shall also provide on-site
training for laboratory staff. Proposals will be evaluated on the
offeror's demonstrated ability to meet the technical specifications
described above and the offeror's demonstrated understanding of the
scope of work as shown by the technical approach proposed. A firm
fixed-price type contract will be negotiated. It is anticipated that
Request for Proposals (RFP) Number NHLBI-RR-P-96-111 will be issued on
or about May 23, 1996. Copies of the RFP may be obtained by writing to
