99 -- ENGINEERING DESIGN AND PATENT RIGHTS FOR 8' X 26' LIGHTED IONOMER FOAM BUOY SOL DTCG39-96-R-E00227 DUE 070896 POC Contact Cathy Harrington, Contracting Officer, 203-444-8242, FAX 203-444-8299 The Coast Guard conducted a four-year 8' X 26' Foam/Plastic/GRP Buoy Feasibility Study which included engineering evaluation and field testing of several candidate buoy designs. Based upon the results of this study, the Coast Guard has determined that The Gilman Corporation provides the only design suitable for replacement of existing steel navigation buoys. Under Statutory Authority 10 USC 2304 (c)(1), the U.S. Coast Guard anticipates entering into sole source procurement negotiations with The Gilman Corporation of Gilman, CT for the purchase of the engineering design and patent rights for their 8' X 26' lighted ionomer foam buoy. A determination has been made that the Government's minimum needs can best be served by one source. The Standard Industrial Code for this procurement is 3089 and the size standard is 500 employees.
