Phillips Laboratory R&D notice of intent to contract for the ATP Modeling and Simulation Support (AMASS II) for the Airborne Laser Technology Division, Kirtland AFB, New Mexico, Lasers and Imaging Directorate. THIS EFFORT IS DEFINED AS A 100 PERCENT SMALL BUSINESS SET-ASIDE. The Airborne Laser Technology Division is responsible for advancing the state of the art in beam control technologies for airborne laser transmitting systems. Such systems require advanced atmospheric compensation capabilities. This mission neccessitates laboratory and field experiments to gain better understanding of atmospheric propagation phenomena and to test novel concepts for atmospheric compensation and tracking through turbulence. It also requires sophisticated wave optics computer simulations of laser beam propagation through the turbulent atmosphere and of advanced beam control systems. The purpose of this solicitation is to contract for on-site support in the areas of wave optics simulations, data collection, data analysis, data management, and division computer systems. TECHNICAL OBJECTIVES: (1) Simulation. Full wave optics simulations are needed to predict performance of advanced beam control systems used in airborne laser transmitters. The simulations will also be used to simulate experiments designed to validate models of atmospheric propagation and to test novel tracking and compensation concepts. The simulations should include realistic models of adaptive optics and tracking system hardware which are sufficiently detailed to surface physics and engineering problems. (2) Data Management and Analysis. Experiment programs conducted by the division generate large quantities of data. One objective of this effort is to provide support for managing experimental data so that data analysts can easily retrieve specific data sequences for study. This includes providing experimental data to various government agencies and contractors through a variety of mediums. Means to conveniently examine cross correlations between data from different sensors should be supported. Data analysis algorithm generation and coding is also required. (3) Computer System Management. The Airborne Laser Technology Division owns and operates several workstations which have been used extensively for analysis of experimental data and for wave optics simulations. Our goal is to obtain support for managing these computer resources and their eventual upgrades. This support includes purchasing hardware, purchasing software and installing software, performing backups, recovering from crashes, making recommendations for hardware and software upgrades, and assisting division technical staff with the use of the computers and installed software. A four year, Cost Plus Fixed Fee (Level of Effort) contract is anticipated. Primary place of performance to be at Kirtland AFB, New Mexico. Contract award will be based on a technical, management and cost evaluation of your proposal to determine the relative merit and probability of success of the approach taken in response to the RFP. Your proposal should be prepared in accordance with the guidelines in the RFP instructions for preparing proposals. A page limitation will be imposed on the technical and management portion of your proposal. This announcement does not commit the government to pay for any proposal costs. The cost of proposal preparation in response to the RFP is not considered an allowable direct charge to the resulting contract. It is anticipated that an Organizational Conflict of Interest clause/provision may be included in the resultant contract. A DD Form 254, DoD Security Classification Specification, will be required. The highest classification level is SECRET. The RFP document issued will be Unclassified. Performance of this contract will require access to militarily critical technical data, dissemination of which is controlled under the Export Control Act. Only those contractors who are on the Qualified Contractor's Access List (QCAL) may receive such information. Request certificationand registration for QCAL with the DLSC as soon as possible. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
