Street, NW, Washington, DC 20451 D -- DATA VALIDATION AND PROCESSING IN SUPPORT OF THE CHEMICAL WEAPONS
CONVENTION (CWC) TREATY Contact Contracting Officer, Cathy J. Read
(703) 235-3288. The U.S. Arms Control and Disarmament Agency (ACDA) is
seeking potential sources to provide personnel for data validation and
data processing in support of U.S. compliance with the Chemical Weapons
Convention (CWC) treaty. It is anticipated that the potential source
shall process and conduct quality assurance checks on chemical
declaration reports for the U.S. Office of National Authority for the
CWC in Arlington, VA. This task may include (but may not limited to the
following): (1) converting hard-copy declaration forms to electronic
media, (2) reviewing for completeness incoming chemical declaration
data from USG agencies, (3) validating computer entries and running
software validation programs for all data including chemical names and
information, (4) reporting to Office of National Authority Staff any
U.S. declaration data, chemical or otherwise, that appears erroneous or
not within the provisions of the CWC, (5) developing procedures for
proper declaration reporting, (6) preparing the draft and final
declaration reports for submission to the Organization for the
Prohibition of Chemical Weapons (OPCW), the international implementing
body, ensuring that information is accurate and properly formatted,
(7) developing procedures for tracking incoming and outgoing data from
the Office of National Authority, (8) developing an archive procedure
for all CWC Office of National Authority records and maintaining files
on hard-copy declaration forms, and (9) reviewing declaration data of
other countries and preparing reports of findings for review. The
government anticipates a contract with a base year and four (4) option
years. The anticipated annual level of effort is seven person years in
the base year and 6 person years annually in the follow-on years.
Interested sources also must have or be able to obtain Top Secret
security clearances for all personnel offered under this contract prior
to commencement of contract. A single contract award is anticipated.
Interested sources should furnish information addressing the following:
(1) staff experience in chemistry, chemical engineering, physical
sciences or mathematics, and (2) staff experience in computer data
entry and data validation. It is anticipated that all work associated
with this effort shall be carried out by the contractor at various
locations in the metropolitan DC area. Two copies of your response
stating their qualifications are required within 30 days from date of
