F -- UNDERGROUND STORAGE TANK SYSTEMS SERVICE FOR WESTERN STATES SOL 072976-96-A-0140 DUE 061496 POC Donna Johnson, Facilities Contract Specialist, 303/220-6538; Hugh Roche, Project Manager, 303/220-6543. Indefinite quantity construction contract for the installation, decommissioning, and upgrade of Underground Storage Tank (UST) systems at USPS facilities in the Western area. Term of the contract will be for two years and multiple awards are contemplated. Initial contract(s) will be $250,000 and the Postal Service reserves the option to increase the potential value of the contract(s) in increments of $250,000 to a maximum contract value of $1,500,000. Additional consent of surety will be required for each incremental increase. Offerors will be required to submit a multiplier that will apply equally to all unit line items. Work may be performed in any USPS owned or leased facility in Alaska, Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah and Washington. Award(s) will be made to responsible offeror(s) whose proposal offers the best value to the Postal Service in any state or combination of states. Factors to be considered in the evaluation of offers for award are: licensed by the state to perform UST work (where applicable), minimum of 5 years experience in UST system removal/replacement and upgrade experience, minimum of 3 years experience with the conversion of heating fuel oil systems to alternative sources, certification of 40-hour OSHA training of personnel to be utilized, resources, references, and current and projected workload. Solicitation packages will be available on or about May 9, 1996. Proposals will be due June 14, 1996 at 3:00 PM (MST). Request for packages must be accompanied by a NON-REFUNDABLE cashier's check, company check or postal money order for $30.00 per package, made payable to: Disbursing Officer, USPS and referencing Solicitation Number 072976-96-A-0140. Since this is a request for proposals, offers will not be publicly opened. The number of offers received, the identity of offerors, the amount of any one offer, or relative standing of the offeror will not be disclosed to anyone until after award of a contract is made and the request is submitted in writing.
