synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes a
formal Invitation for Bids (IFB #658-44-96), and a written solicitation
will NOT be issued. The solicitation document and incorporated clauses
and provisions are those in effect through Federal Acquisition
Circular 90-37. This acquisition is 100% set aside for Small Business
concerns. All work shall be completed within 30 calendar days after
date of contract award. The Standard Industrial Classification (SIC)
code for this acquisition is 7629. The small business size standard is
sales receipts NTE $5.0 million. Contractor shall furnish all labor
test equipment, cleaning materials, lubricants, and other necessary
items to perform testing, calibration, cleaning and maintenance of
ninety-four (94) overcurrent relays, six (6) directional overcurrent
relays, and two hundred ninety-eight (298) circuit breakers, as
specified hereafter, at the VA Medical Center, Salem, Virginia. The
testing, calibration of the relays shall be accomplished during normal
working hours (8:00 a.m. to 4:30 p.m. Monday thru Friday). The circuit
breaker testing, calibration shall be accomplished during the hours of
3:30 p.m. thru 12:00 midnight. All work to be accomplished shall be in
accordance with industry standards. Upon completion of work, Contractor
shall provide a written report of
findings/recommendations/replacements. The following FAR provisions
apply to this solicitation: 52.212-1 Instructions to Offerors-
Commercial. All bidders are to include, with their bid, a completed
copy of provision 52.212-3 Offeror Representations and Certifications
- Commercial Items (a copy of this provision may be obtained by faxed
request to 540-983-1065). The following FAR clauses apply to this
acquision: 52.212-4 Contract Terms and Conditions - Commercial Items;
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders - Commercial Items, along with the following
additional FAR clauses, cited in clause 52.212-5: 52.222-26 Equal

added by addendum: 852.219-70 Veteran-Owned Small Business. The period
of acceptance for each bid is 30 calendar days. The bids are due on May
17, 1996, 2:00 pm, EST. The bid must be signed by an official
authorized to bind the bidder's organization. All bids should be sent
