This announcement constitutes a formal Invitation for Bids (IFB #658-44-96), and a written solicitation will NOT be issued. The solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 90-37. This acquisition is 100% set aside for Small Business concerns. All work shall be completed within 30 calendar days after date of contract award. The Standard Industrial Classification (SIC) code for this acquisition is 7629. The small business size standard is sales receipts NTE $5.0 million. Contractor shall furnish all labor test equipment, cleaning materials, lubricants, and other necessary items to perform testing, calibration, cleaning and maintenance of ninety-four (94) overcurrent relays, six (6) directional overcurrent relays, and two hundred ninety-eight (298) circuit breakers, as specified hereafter, at the VA Medical Center, Salem, Virginia. The testing, calibration of the relays shall be accomplished during normal working hours (8:00 a.m. to 4:30 p.m. Monday thru Friday). The circuit breaker testing, calibration shall be accomplished during the hours of 3:30 p.m. thru 12:00 midnight. All work to be accomplished shall be in accordance with industry standards. Upon completion of work, Contractor shall provide a written report of findings/recommendations/replacements. The following FAR provisions apply to this solicitation: 52.212-1 Instructions to Offerors- Commercial. All bidders are to include, with their bid, a completed copy of provision 52.212-3 Offeror Representations and Certifications - Commercial Items (a copy of this provision may be obtained by faxed request to 540-983-1065).
