OTHER CIVIL-ENGINEER SERVICES AT THE UNITED STATES AIR FORCE SOL

Isabel L. Staples, 472-2735. Architect and Engineering (A-E) design
service for Title I, Title II and other Civil-Engineer Services at the
U.S. Air Force Academy CO, for a broad variety of maintenance, repair,
and new construction projects. Services required may be field
investigations, recommendations, studies, reports, analysis, cost
estimates, specifications, product research, record documents research,
preparation of construction drawings, computer programming, and
presentation to coordinating agencies. Designs may require asbestos
removal. One firm will be selected for the following contract: 97-0102
- Open-End Civil. Civil firms which meet requirements described in
this announcement are invited to submit the following for the Open End
Civil: (A) Standard Form 254, Architect-Engineer and Related Services
Questionaire: (B) Standard Form 255, Architect-Engineer Related
Services for the specific project. To be included with the Standard
Forms 254 and 255 shall be a cover letter specifically addressing each
of the below listed criteria in sequence. Criteria forming the basis
for selection by two formal selection boards will include, but not be
limited to: (1) Specialized Experience: Expertise of the firm in
facilities and large scale academic complexes; (2) Professional
qualifications of experienced key personnel and consultants; (3)
Professional capacity of the firm to do the work in the required time;
(4) Past performance of contracts both government and private; (5)
Volume of work: Prior Department of Defense (DoD) awards. Specifically,
list all DoD contracts awarded the firm for the previous twelve months
to include fees; (6) Previous work at the United States Air Force
Academy (USAFA). List all work previousy done for the USAFA; (7) CADD
capabilities. All work for this contract must be produced on the most
current AUTOCADD version available. The A-E must have this system and
be literate with its use before beginning this contract; (8) Location
in the geographic area; (9) Demonstrated success in prescribing the use
of recovered materials and achieving waste reduction and energy
efficiency in facility design. Failure to supply data in the cover
letter for criteria 1 through 9 above may result in disqualification of
the firm. Based upon these criteria, the USAFA Preselection Board will
evaluate the field of submitting A-E firms to narrow the field to a
maximum of six (6) firms determined the most highly qualified. The
qualifications of these six (6) firms will be evaluated by the USAFA
Final Selection Board, using the same criteria and narrowed to the
three (3) most highly qualified. Evaluation of these three (3) firms
will include interviews at their business location by final selection
board members. Upon conclusion of the evaluations, the final selection
of the field of three (3) firms will be made by listing them in the
order of preference with the firm determined the most highly qualified
listed first. At this point a Request for Proposal (RFP) will be
forwarded to this firm with the intent to negotiate rates. If awarded
a contract, the firm is guaranteed a minimum of $5,000.00 in fees for
A-E services. As projects are identified, delivery orders will be
issued. No delivery order and subsequent modifications to the delivery
order, in total, may exceed $299,000.00 in fees. An exception to this
limitation is the initial order to start the contract. This order may
exceed $299,000.00, but can be no more than the maximum limitation of
the contract ($750,000.00/year). The contract will be for a basic
period of one year or until the $750,000.00 limit is attained. The
Government may, at its option, extend the contract for two (2) one-year
option periods (an additional $750,000.00 per year) exercised one at a
time. Appropriate data in response to this notice must be received by
10 Jun 96 at 4 PM local time. Project Managers of A-E firms and its
consultants must hold a professional degree and be professional
engineers, licensed in the state of Colorado. Title II delivery orders
may involve direct work consultation with a construction contractor.
Construction management services, as-built services and peer review
services will be required of all A-Es. Submittals should include
proposed sub-consultants for each major engineering discipline. The
civil contract will include maintenance, repair and construction of
Academy facilities, site work, pavements, transportation, structural,
landscaping, roofing, GIS and utilities. One contract will be awarded
from this notice. The proposed contract here is inrestricted. This is
